To ensure the staffing of preschool and general education teachers, in the telegram dated May 10, the Prime Minister directed the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities to ensure that all assigned staffing is recruited; continue to review and propose to competent authorities to supplement the remaining staffing of preschool and general education teachers compared to the prescribed norms of the education sector.

The Prime Minister requested to ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local practices and effective in arrangement.
There are synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; signing teaching contracts to promptly supplement the number of missing teachers according to regulations; considering, prioritizing recruitment, and signing contracts according to authority for teachers who have had time to perform teaching contracts ateducational institutions if they meet professional requirements and are in accordance with regulations.
Thanh Nien has published many articles reflecting on the shortage of teachers but the assigned positions to localities are not fully recruited. Many localities believe that it is due to a lack of recruitment sources, especially teachers teaching new subjects.
However, some localities frankly admit that not recruiting new teachers is to "save" them for deduction from the annual staff reduction target.
Recently, the Ministry of Education and Training said that it has coordinated with the Ministry of Home Affairs to report to the Central Government to supplement 65,980 teaching positions for localities. However, by the end of the first semester of this school year, the whole country still has about 60,000 assigned positions that have not been recruited, while the whole country is still short of more than 120,000 teachers at all levels of public preschool and general education.
The Ministry of Education and Training recommends that localities implement solutions to ensure teacher recruitment sources such as: widely disseminating information about recruitment needs; having mechanisms and policies to attract teachers to work in the locality. Localities need to continue to review and transfer teachers from places with surplus to places with shortage; specifically determine the number and structure of teachers lacking by school year, level, and subject from the 2026-2027 school year to the 2030-2031 school year, and report to the Ministry of Education and Training.
