The delegate from Dong Nai pointed out four bottlenecks that businesses are facing, including: shortage of orders, capital flow blockage, inadequate institutions, administrative procedures and legal risks that may be encountered during production and business activities.

Speaking further about the reality that businesses are thirsty for credit but cannot access capital, delegates highly appreciated the Government 's responsibility for having to use "administrative orders to request interest rate reduction".

However, he emphasized that reducing interest rates is not as important as accessing capital and putting that capital into production and business.

Along with credit, according to Mr. An, it is necessary to continue to open up other capital channels such as bonds and securities, while continuing to review institutions, simplify administrative procedures in a more substantial way and change the culture of "businesses having to beg and run".

"The government and managers need to show a serving attitude and proactively approach businesses to help them overcome difficulties. Things that need to be done to develop the business system should be done immediately, decided immediately, reducing the steps of asking for opinions and exchanging in circles between agencies and ministries, avoiding that by the time a solution is reached, businesses are already near death," Mr. An suggested.

In the difficult context, the delegate also said that it is necessary to reduce the content of inspections and audits to avoid the situation where businesses have to struggle to explain.

Regarding the management role, Mr. An stated that ministries and branches need to clarify their leading role, proactively handle the situation and limit the transfer of responsibility to superiors and leaders. "Not all content requires the Prime Minister to issue a telegram to urge or the Government to issue a resolution to remove difficulties," he said.

This delegate pointed out the recent reality of people and businesses having to wait to buy gasoline, queue all night to register their cars, struggle with fire prevention and fighting regulations, queue to apply for criminal records, etc., showing that the coordination and responsibility of ministries and branches in handling the situation is not high and not drastic.

"In management, we hope that sometimes the State agencies will take on the difficult part themselves to work a little harder but immediately handle the problem that people and businesses expect," Mr. An shared.

In the final part of his speech, Mr. An suggested that the National Assembly pay attention to the defense and security sector. In addition to paying attention and investing in equipment, it is necessary to continue to focus on income support, improving living standards, especially the salary and income regime so that officers and soldiers can serve with peace of mind.

"The salary of a tank driver is less than half that of a Grab driver in a month, which is very disadvantageous for us," he said .
