On May 26, the Institute of Natural Resources and Environmental Economics sent a document to the Prime Minister, the Ministry of Agriculture and Environment , and the Ho Chi Minh City Party Committee to digitize land use right certificates (red books).
This proposal was made in the context of Vietnam promoting comprehensive digital transformation, applying artificial intelligence (AI), and big data in state management and socio -economic development. According to the Institute of Natural Resources and Environmental Economics, digitizing pink books will create a unified land data platform, supporting planning, construction, real estate tax collection, and preventing document forgery.
Specifically, the Institute of Natural Resources and Environmental Economics proposes integrating land plot and map information into the owner's citizen identification code. This solution is consistent with the 2024 Land Law on the national land information system and database, as well as the direction in Resolution 57-NQ/TW of 2024 of the Politburo on national digital transformation.

In addition, the Institute of Natural Resources and Environmental Economics recommends adjusting some contents in Decree 103/2024/ND-CP , to ensure consistent legal policies, consistent with Resolution 66 of 2025.
According to the Institute of Natural Resources and Environmental Economics, the method of calculating land use fees in Article 8 of Decree 103, when households and individuals change the purpose of use to residential land, has caused costs to increase dozens of times compared to before. This has caused concern, reduced the number of applications for land use purpose change, affected the real estate market and the socio-economic development process in many localities. In some places, the cost has increased nearly 20 times compared to the old regulations.
In addition, Articles 8 and 9 of Decree 103 are also considered inconsistent, due to the failure to apply the percentage in the coefficient K or Kn, leading to difficulties in calculation and implementation. This situation has caused the collection of land use conversion fees in the fourth quarter of 2024 and the first quarter of 2025 to almost stagnate, affecting the target of double-digit economic growth and the development of the private economy according to Resolution 68.
The Institute of Natural Resources and Environmental Economics recommends that the Government comprehensively re-evaluate Decree 103, consider its practical consequences and adjust it to suit people's needs.
