Many manifestations of disregard for the law have occurred on the streets every day, causing outrage among the people through violations such as driving motorbikes without helmets, carrying more people than the prescribed number, weaving, using mufflers that do not meet noise standards, and in some cases, running red lights, driving in the wrong direction... In addition to the above common violations, there have been groups of young people gathering to drive motorbikes without helmets, weaving, weaving, and revving their engines from 7:00 p.m. to 11:00 p.m., causing disorder and traffic safety on many routes such as: Le Loi Avenue, Nam Song Ma Avenue, National Highway 45 and some new routes.
In addition, to deal with the authorities, avoid being fined and bypass their parents, many students and teenagers remove their motorbike license plates when taking their motorbikes out of the house. This action shows that a group of teenagers and students have had deviant thoughts early on due to lack of attention andeducation from their families, and have disregarded the law, driving motorbikes and motorbikes in violation of order and traffic safety, endangering people and other vehicles on the road. Simultaneously launch a serious crackdown
Faced with the above situation, in May 2023, Thanh Hoa City Police mobilized the maximum force with the core being the Traffic Police Team, simultaneously launching a campaign to strictly handle the situation of young people and students driving motorbikes and motorbikes violating order and traffic safety. Through patrolling and controlling, the traffic police force of Thanh Hoa City Police discovered cases of young people and students violating the following violations: driving motorbikes and motorbikes over 50cc underage, driving vehicles without wearing helmets, etc. The traffic police of the city police invited the vehicle owner to hand over the vehicle to the underage person to handle the administrative violation and committed not to repeat this situation.
To rectify and prevent groups of young people from gathering and driving motorbikes in violation, Thanh Hoa City Police have mobilized forces, arranged working groups on the roads, combined with public and undercover operations, thereby detecting and handling over 100 cases of students, young people and teenagers violating the law. Most of the violations are minors (from 16 to 18 years old), even those under 16 years old. During the working process, the unit has screened the violations to have appropriate handling directions. Specifically, for cases of students, Thanh Hoa City Police will coordinate with families and schools to remind, handle and educate, deter, and not let them re-offend. For other cases, the city police will coordinate with local authorities to notify families to manage and remind; require families to commit not to let children re-offend, not to give vehicles to children and minors to drive.
Lieutenant Colonel Hoang Van Son, Captain of the Traffic Police Team, Thanh Hoa City Police, said: During this year's summer vacation, Thanh Hoa City Police will coordinate with the Provincial Police and wards and communes to continue to patrol, control and strictly handle young people and students who drive motorbikes and motorbikes violating traffic order and safety, preventing and controlling traffic accidents. The units will continue to strengthen the implementation of inspection plans and strictly handle violations, especially destroying groups of young people who gather to drive motorbikes and violate traffic order and safety in the evening and late at night on the roads. For the handling to be effective, mass organizations, schools and families need to closely coordinate, supervise, and not hand over vehicles to underage people to drive vehicles. Strengthen the education and management of your children during the summer, especially the use of vehicles such as motorbikes and electric vehicles. Thanh Hoa City Police continue to improve the effectiveness of the security camera system in the area to detect and handle violations and resolve the above situations.
