Resolutely and persistently implement the goal of stabilizing the macro economy and promoting growth above 8.4%

The above direction is stated in Resolution No. 366/NQ-CP of the regular Government meeting in October 2025.

According to the Resolution: In the coming time, the world situation is forecast to continue to develop in a complex and unpredictable manner, with increasing geopolitical tensions and strategic competition among major countries; the world economic growth outlook still has many risks. Domestically, difficulties, challenges and opportunities, advantages are intertwined, but there are more difficulties and challenges, especially in the face of external impacts; storms, floods, landslides have the potential to develop unexpectedly, affecting production, business and people's lives.

In that situation, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to grasp the reality, promote solidarity and unity in direction and administration; be timely, calm and clear-headed in policy responses; take advantage of opportunities and favorable factors to focus on effectively implementing key tasks in the last months of 2025 in Resolution No. 86/NQ-CP dated November 4, 2025 of the Government, striving to achieve the highest goals and targets set for 2025.

Implement the principle "Discipline comes first, resources come together, results are the measure"

The Government requires ministries, branches and localities to focus on implementing the new operating principle "Discipline comes first, resources go together, results are the measure" according to the direction of General Secretary To Lam; continue to urgently organize the dissemination, dissemination and effective implementation of Conclusion No. 199-KL/TW dated October 10, 2025 of the 13th Party Central Committee on socio-economic development in 2025 - 2026; Resolutions of the National Assembly, the National Assembly Standing Committee, the Government and the direction of the Prime Minister; promptly assess the impact of natural disasters, storms and floods to review growth scenarios, resolutely implement specific and feasible solutions, ensure the achievement of the national growth target of 8% or more in 2025 and 4/26 unachieved targets in the 5-year socio-economic development plan 2021 - 2025 according to Resolution No. 16/2021/QH15 of the National Assembly.

Proactively review, inspect, and urge the implementation of key tasks in 2025, especially projects in the Working Program of the Politburo, the Secretariat, the Working Program of the Government, the Prime Minister and tasks assigned by the Government and the Prime Minister that are about to expire or have expired but have not been completed, and the goals and targets have not been achieved; actively work with relevant agencies to adjust or report to competent authorities to adjust the working program, work program, remove tasks from the program that are no longer suitable, ensuring feasibility; clearly analyze the causes of limitations and shortcomings, thereby finding effective solutions. Research and select major, important, and urgent contents related to the fields of ministries, agencies, and localities to register in the Working Program of the Government and the Prime Minister in 2026.

Strive to increase GDP in the fourth quarter of 2025 to over 8.4%

The Government requires resolutely and persistently implementing the theme and goal from now until the end of the year, which is to stabilize the macro-economy, control inflation, promote growth, ensure major balances of the economy and overcome the consequences of natural disasters; this is both a goal, a driving force and a resource for development. Renewing traditional growth drivers and strongly promoting new growth drivers; striving to increase GDP in the fourth quarter of 2025 to over 8.4% to ensure the whole year's growth reaches over 8%, in which the industrial sector increases by about over 9.4%, the service sector increases by about over 8.3%, the agricultural sector increases by about 4%; the proportion of the digital economy strives to be about 20% of GDP.

Closely monitor the situation, operate monetary policy proactively, flexibly, promptly, effectively, coordinate synchronously, closely, and harmoniously with a reasonable, focused, and key expansionary fiscal policy and other macro policies to control inflation, maintain macroeconomic stability, ensure major balances of the economy, and promote growth. Direct credit institutions to direct credit to production and business sectors, priority sectors, and growth drivers according to the direction of the Government and the Prime Minister. Closely monitor the situation of the gold market, real estate market, and corporate bonds, and proactively respond to emerging developments. Strengthen financial and state budget discipline and order, improve the efficiency of revenue management, and strive to increase by at least 25% compared to the estimate; Strictly control expenditures within the budget and capital plan assigned by competent authorities, in accordance with the provisions of the law on state budget, public investment and relevant laws, and at the same time, thoroughly save on expenditures.

Focus on promoting the domestic market and the campaign "Vietnamese people prioritize using Vietnamese goods", encouraging the circulation of high-quality Vietnamese goods and OCOP products. Expanding markets and export goods; exploiting and promoting the effectiveness of signed free trade agreements and agreements; intensifying negotiations and signing of new agreements. Facilitating businesses to carry out customs clearance, developing logistics services to reduce time and export costs. Strengthening the fight against smuggling, trade fraud, and counterfeit goods; strictly handling violations according to the law.

Speed up the disbursement of public investment capital

The Government requires a further acceleration in disbursement of public investment capital, striving to disburse 100% of the plan; selecting large-scale, meaningful projects and works that are eligible to start construction and inaugurate on December 19, 2025 to celebrate the 14th National Congress of the Party. Continuing to promote solutions to attract foreign investment for socio-economic development; especially projects associated with technology transfer and advanced and modern management. Effectively exploiting economic drivers from new economic models such as digital economy, green economy, circular economy, promoting growth poles and regional linkages...

Focus resources on law-making work; speed up the progress of handling difficulties and shortcomings according to regulations; strengthen discipline and order in the development and promulgation of legal documents, do not "abuse" shortened procedures and processes; carefully review and edit the language, techniques and content of draft laws and resolutions submitted to the 15th National Assembly at the 10th Session. For documents detailing laws and resolutions to be passed by the National Assembly at the 10th Session, it is necessary to review the content of detailed regulations during the process of revising and completing draft laws and resolutions and send a proposed list of detailed regulations to the Ministry of Justice immediately after the draft laws and resolutions are passed by the National Assembly. Proactively develop and complete draft laws and resolutions in the 2026 Legislative Program according to the assignment in Decision No. 2352/QD-TTg dated October 24, 2025 of the Prime Minister.

Taking care of people's lives during the harvest season and the Lunar New Year 2026

The Government requests ministries, branches and localities to focus on amending legal documents to implement the plan to reduce and simplify administrative procedures, ensuring the completion of the targets assigned by the Government in Resolution No. 66/NQ-CP dated March 26, 2025 and the direction of the Prime Minister in Official Dispatch No. 187/CD-TTg dated October 4, 2025. Promote online public services throughout the process; complete 100% of administrative procedures related to enterprises online.

Effectively implement the work of ensuring social security; comprehensively develop culture and education, consolidate and improve the capacity of the grassroots health system and preventive medicine; ensure hygiene and food safety. Monitor and grasp the labor and employment situation, have solutions to promptly support workers to change their jobs sustainably, ensuring stable lives for workers. Organize and deploy preparations and care for people's lives during the harvest season and the Lunar New Year of Binh Ngo 2026.

Ready to prevent, avoid and respond to natural disasters

In the Resolution, the Government requested to strengthen the management of natural resources and environmental protection; proactively and readily deploy the work of preventing, avoiding, responding to natural disasters, rescuing, and promptly supporting people to overcome the consequences of natural disasters... Prepare forces, means, and materials to support environmental treatment, disease prevention, and production recovery immediately after floods. Review and promptly repair medical, educational, electricity, telecommunications infrastructure, and traffic routes, especially key routes that have been eroded, to ensure the fastest traffic flow and traffic safety.

Consolidate and strengthen national defense potential; absolutely ensure security and safety for major and important events of the country, focusing on the 10th Session of the 15th National Assembly, Central Conferences, the 14th National Congress of the Party, and the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term. Effectively carry out foreign affairs and international integration. Promote the emulation movement to welcome the 14th National Congress of the Party. Strengthen information and communication, create momentum, trust, and inspire the whole society; fight and promptly refute false and fabricated information from hostile and reactionary forces.
