On the morning of June 1, continuing the 5th Session Program, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to discuss in the hall the additional assessment of the results of the implementation of the socio -economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023.
Speaking at the meeting, delegates assessed that the socio-economic situation in the first months of the year revealed many difficulties and challenges, and suggested that more specific solutions should be added, such as the progress of establishing and appraising provincial planning, regional planning, and specialized planning because 92/111 plans have not been approved.
The delegate also stated that in recent years, the Party and the State have paid great attention to the socio-economic development of ethnic minority and mountainous areas. In addition to the three national target programs being implemented, there are many investment and support policies specifically for ethnic minority areas. Thanks to that, the material and spiritual life of the people has been improved. However, through implementation in some localities, many policies are still scattered, have overlapping content, have not been systematized and are not breakthroughs, and some policies have not been issued.

Therefore, delegates suggested that the Government soon develop policies to support ethnic minorities in their development, direct the review of overlapping policies, focus investment resources to avoid spreading, and aim for sustainability.
Regarding the 3 national target programs, it is recommended to continue to step up the removal of obstacles, focus on resolving and responding to voters' recommendations sent to 18 ministries and branches, and promptly complete the consultation on amending Decree 27 of the Government because this is the legal framework for the 3 national target programs. In addition, it is recommended that the Government strengthen its direction, supervision, and removal of institutional difficulties and capital source obstacles, and accelerate the disbursement of investment capital.
Paying attention to the field of agriculture and rural development, delegates highly appreciated the responsibility of ministries and branches, especially the Ministry of Agriculture and Rural Development , in advising the Government on many policies and solutions in restructuring the agricultural sector in recent times.
In 2022, despite many difficulties due to the impact of climate, the COVID-19 pandemic and conflicts between countries that have disrupted global production and consumption supply chains, the impact of climate change, drought, landslides, and saltwater intrusion, Vietnam's agricultural production is still quite good.

The delegate said that, despite this, voters and people are still very concerned and always worried about the production and trade of fake and poor quality goods, and the high prices of animal feed, fertilizers, and pesticides.
Meanwhile, some agricultural products and goods produced by farmers are not consumed, sold at very low prices or at a loss, thereby directly affecting the lives of farmers. This issue has been proposed by voters many times, but in reality, counterfeit goods have not decreased, and poor quality goods are still circulating in the market. Delegates proposed that there should be more timely and effective solutions and support policies for farmers to reduce the burden on their lives.
Some opinions say that, in the long term, to minimize external economic impacts, it is necessary to ensure an independent and self-reliant economy, focusing on solutions to encourage and support investment in developing a green agricultural economy and a circular agricultural economy.
According to the delegate, it is necessary to develop fundamental solutions to create conditions for the strong development of the green agricultural economy, the circular agricultural economy, and the creation of high-value agricultural products. At the same time, it is necessary to develop specific policies to support farmers in key agricultural production areas of the country. In addition, the delegate suggested paying attention to and investing in projects to prevent landslides on rivers and canals, effectively responding to saline intrusion, high tides, and climate change, etc.
Regarding the issues of urban development and energy transition, according to delegates, these are important issues, both urgent in the short term and strategic in the long term for national development, and need to be included in the Resolution of the Session.
Regarding urban development, delegates said that urbanization and urban development are breakthrough development opportunities for regions and localities, and are important driving forces for economic and social development. Cities are economic growth poles and innovation centers, but the urbanization process is facing many difficulties and challenges. The National Assembly has also issued many important resolutions on this issue.

Delegates suggested that the Government should study and speed up the progress of drafting the Law on Urban and Rural Planning, the Law on Urban Development Management, complete the approval of the urban and rural system planning, the planning of 5 centrally-run cities, and effectively implement the resolutions of the National Assembly and the National Assembly Standing Committee.
Regarding energy transition, delegates suggested that the Government should soon research and propose specific policies to attract and mobilize private and foreign investment capital into energy projects, focusing on green financial mechanisms, green credit, and international financial organizations on the basis of ensuring national defense and security.
Regarding the use of the State's remaining funds that are being sent to the system, the delegate said that this source can be flexibly arranged to immediately support workers and unemployed people or immediately build housing areas, rent out boarding houses for workers in export processing zones, industrial parks and support job training, job conversion for workers to stimulate demand more instead of implementing current solutions, supplementing economic stimulus measures.
Delegates suggested that this capital source needs to be flexible, but flexible in coordinating monetary and fiscal policies, removing administrative procedures to put money into important projects, creating momentum for the economy...
