Disciplinary action against the Party Committee of the Department of Health of Thua Thien Hue province for the term 2015-2020

On the afternoon of December 28, the Office of the Provincial Party Committee of Thua Thien Hue province announced that the Provincial Party Committee's Inspection Committee for the 2020-2025 term had just held its 34th meeting chaired by Ms. Pham Thi Minh Hue, member of the Provincial Party Committee Standing Committee, Chairwoman of the Provincial Party Committee's Inspection Committee, and concluded important contents.

Accordingly, after reviewing the inspection team's report, the Inspection Committee of the Thua Thien Hue Provincial Party Committee found that: The Party Committee of the Department of Health for the 2015-2020 term lacked responsibility in leadership, direction, and organization of the implementation of working regulations; did not strictly comply with the principles of organization and operation of the Party; lacked inspection and supervision of Party organizations and Party members in the implementation and organization of the Party's policies and regulations and the State's laws, leading to violations and shortcomings in the implementation of projects/bid packages related to the International Progress Joint Stock Company (AIC) invested by the Thua Thien Hue Provincial Department of Health.

The Provincial Party Committee's Inspection Commission for the 2020-2025 term held its 34th meeting chaired by Ms. Pham Thi Minh Hue, member of the Provincial Party Committee Standing Committee, Chairwoman of the Provincial Party Committee's Inspection Commission.

Including incomplete collection and storage of records and documents, slow settlement of 2 bidding packages of the Southern General Hospital Project of Thua Thien Hue province for a long time from 2016 to present (Bidding Package No. 29: Supply and installation of medical waste incinerator; Bidding Package No. 51: Construction and installation of wastewater treatment system), violations of regulations in management and construction investment; implementation has not ensured the management of party members according to regulations.

The violations and shortcomings of the Party Committee of the Department of Health for the 2015-2020 term affected the prestige and leadership role of the Party Committee .

Pursuant to Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo on disciplinary action against violating party organizations and party members, the Inspection Committee of Thua Thien Hue Provincial Party Committee decided to discipline the Party Committee of the Department of Health of Thua Thien Hue province for the 2015-2020 term in the form of reprimand .

Regarding the related personal responsibilities, Ms. Le Thi Ngoc Lan, in her role as Party Cell Secretary for the 2014 - 2016 term, Head of the Planning - Finance Department from April 24, 2014 - November 1, 2019; Chief Accountant of the Department of Health from April 1, 2008 - November 1, 2019; Accountant of the Project Management Board of the Southern General Hospital of Thua Thien Hue province from 2003 - 2016, was irresponsible, did not fully perform the assigned duties and tasks; did not promptly advise on the implementation of procedures to submit to the competent authority for project settlement according to regulations for the Southern General Hospital Project of the province, invested by the Department of Health, completed in 2016 .

Of which, there are 2 bid packages implemented by International Progress Joint Stock Company (AIC); did not hand over accounting work and accounting documents before retirement (November 1, 2019) as prescribed, violating the Law on Accounting.
