1. Legal basis
Identification plates are an important factor in vehicle management, applicable to both motorbikes and cars. This is the only type of plate issued to each vehicle to identify the vehicle's identity, making it easier for authorities to manage and monitor. The use of identification plates not only prevents counterfeiting and the use of vehicles of unknown origin, but also helps protect the rights of vehicle owners and enhance traffic order and security.

The 2008 Road Traffic Law, amended and supplemented in 2018, laid the foundation for the issuance of identification plates. Accordingly, all vehicles must be registered and issued valid license plates to ensure transparency in traffic. The authorities are also clearly defined in their responsibilities for issuing and managing license plates, thereby improving the accuracy and transparency in vehicle control.
Decree No. 100/2019/ND-CP is a document regulating penalties for violations related to license plates. This regulation includes handling cases of vehicles without license plates or invalid license plates, protecting the legitimate rights of people and increasing awareness of traffic law compliance.
In addition, Circular 24/2023/TT-BCA details the procedures related to the issuance and revocation of license plate registration. This Circular provides detailed instructions on the processes from initial registration, vehicle transfer, license plate issuance or reissuance, to temporary vehicle registration. 2. Application for identification plates for motorbikes and cars
To make a license plate, the vehicle owner needs to prepare some important documents such as:
- Identity card or citizen identification card (original and copy).
- Vehicle registration certificate: for new vehicles, a certificate of ownership is required; for used vehicles, a previous registration certificate.
- Vehicle purchase invoice (for new vehicles) or documents related to used vehicle transfer transactions.
- Vehicle origin declaration.
- Technical safety and environmental protection inspection certificate (for used vehicles).

3. Procedures for making identification plates
The current registration procedure for identification plates has undergone many changes, creating more favorable conditions for people. Vehicle owners can register their plates at their place of residence, including both permanent and temporary residence. In addition, online registration via the Public Service Portal is also applied, helping to save time and improve management efficiency.
The specific process includes the following steps:
Step 1: Log in and declare information
The vehicle owner logs into the Public Service Portal, fills in the information and digitally signs the vehicle registration form. The vehicle owner then receives an online registration file code and an appointment notification via email or text message.
Step 2: Provide documents at the registration office
The vehicle owner brings the vehicle to the registration office, provides the online file code and relevant documents. If not using a digital signature, the vehicle owner must sign the vehicle registration declaration.
Step 3: Check documents and actual vehicle
The registration authority checks the documents and the vehicle. If the license plate has not been issued, a new license plate will be issued; if the identification plate has been revoked, it will be reissued. If the documents are invalid, the vehicle owner will be instructed to supplement them.
Step 4: Receive appointment paper and pay fee
Once completed, the vehicle owner receives a notice of appointment to receive results and pays the registration fee.
