Working through holidays to speed up the progress of the Lao Cai-Hanoi-Hai Phong Railway Project

This is one of the main contents of Official Dispatch No. 54/CD-TTg dated April 30, 2025 on accelerating the implementation progress of the Lao Cai-Hanoi-Hai Phong railway project, which has just been signed and issued by Prime Minister Pham Minh Chinh.

The Prime Minister requested the Chairmen of the People's Committees of the provinces and cities of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong to urgently establish a steering committee for site clearance of the project in the locality, headed by the Secretary of the Provincial and Municipal Party Committees, to be completed before May 5, 2025, to focus on directing and mobilizing the entire political system at all levels to organize and implement site clearance work for the project.

At the same time, the Prime Minister requested local leaders to direct local levels, sectors and agencies to closely coordinate with the agencies of the Ministry of Construction and the Railway Project Management Board to receive documents and immediately organize the implementation of compensation, support and resettlement work of the project in parallel with the process of the Ministry of Construction preparing a project feasibility study report, to be completed in August 2025 to hand over the site to serve the project construction.

The Prime Minister asked you to speed up the implementation of the Lao Cai - Hanoi - Hai Phong railway project.

Clearly identify the task of implementing the project's site clearance as an important political task in the direction and operation; unite, "only discuss, do not discuss back", have the highest determination, be proactive, creative, dare to think, dare to do; mobilize the participation of the entire political system, propagate and mobilize people to speed up the progress of site clearance and relocation of technical infrastructure; do a good job of propaganda, mobilization, support, create more jobs and livelihoods for local people. If necessary, there should be temporary housing solutions to stabilize people's lives and ensure project progress.

To ensure the goal of starting and completing the project on schedule in 2025; in the spirit of the historic April days "faster, faster; bolder, bolder", the Prime Minister requested the Minister of Construction and Chairmen of People's Committees of provinces and cities where the project passes through to urgently and seriously implement the tasks.

Project Management Boards and consulting units increase human resources, organize and implement in parallel, at the same time the work of preparing, appraising and approving feasibility study reports, construction designs after basic designs, bidding documents, request documents and other procedures of the project (resolutely not letting later work wait for earlier work), with the working spirit of "not enough work during the day, take advantage of working at night", working "through holidays, through Tet, through days off", completing procedures, starting the project on December 19, 2025.
