In recent years, the emulation movement (PTTĐ) "Good workers, creative workers" launched by the Vietnam General Confederation of Labor (VGCL) has developed widely in all areas of life, labor, and production. With the goal of "Productivity - quality - efficiency", the movement has strongly aroused the sense of responsibility, will to rise, love for the profession, and aspiration to contribute among the team of workers, civil servants, and laborers (CNVCLĐ) in Thanh Hoa.

The Provincial Federation of Labor has directed trade unions at all levels to coordinate with the authorities at the same level, based on the situation of each locality, unit, and organization to launch the "Good workers, creative workers" movement in conjunction with activities to celebrate major holidays and important events of the province and the country. In particular, in order for the movement to achieve practical results, the Provincial Federation of Labor has determined the goals, focused on key issues, directed the movement to weak links, difficult tasks, urgent and existing problems to focus on solving, on that basis, build the content and standards of the emulation to be very specific, close to the political tasks of each collective and individual. Directed trade unions at all levels to specify the emulation content in conjunction with professional tasks and the implementation of movements and campaigns of each unit and enterprise.

In the field of administrative and career management, trade unions at all levels actively responded to the campaign "Cadres, civil servants, and public employees say no to negativity"; "Cadres and civil servants compete to practice office culture"; cadres, civil servants, and public employees "Loyal, responsible, honest, creative", associated with promoting administrative reform, improving the quality of service to the people. In the field of health, the movement of scientific research, promoting initiatives, and technical improvements was vigorously implemented with hundreds of topics of practical value worth billions of dong, improving the quality of medical examination and treatment for the people. In the education sector, the campaign "Teach well, learn well", "Innovation and creativity in teaching and learning" continued to be promoted, associated with the campaign "Each teacher is an example of morality, self-study and creativity". In particular, the movement "Cadres, teachers, and workers in the education sector realize the aspiration of building a civilized and prosperous Thanh Hoa homeland" in the period of 2021-2030 attracted a large number of cadres and teachers to participate. As a result, there have been thousands of initiatives and experiences, nearly 9,000 discussions on innovative teaching methods that have been effectively applied, contributing to improving the quality of comprehensive education.

In the business sector, PTTĐ has become a driving force to promote productivity, quality, production and business efficiency. Many typical models have been implemented such as "Promoting initiatives, technical improvements, improving productivity and product quality" at Hong Duc Educational Equipment Joint Stock Company; "Quality Olympic Movement" at Rollsport Vietnam Footwear Co., Ltd. and Annora Vietnam Footwear Co., Ltd.; "Promoting initiatives, technical improvements" at Lam Son Sugarcane Joint Stock Company... Many topics, projects, and technical improvement initiatives of cadres and employees have been applied in practice, saving costs and bringing economic value of billions of VND. Typical examples include the initiative "Converting excavator functions from using DO fuel to running on 3P electricity" by Mr. Trinh Van Dong, VAS Nghi Son Group Joint Stock Company, bringing in a profit value of more than 17 billion VND/year; The initiative "Reducing steam consumption, reducing electricity consumption" of Mr. Pham Xuan Quan, Head of the Powder Department, Miza Company Limited, brought in a profit of more than 9 billion VND/year; Mr. Nguyen Viet Khu, VAS Nghi Son Group Joint Stock Company, with the initiative "Manufacturing a machine to screen small metal materials mixed in fine soil" brought in a profit of more than 7.2 billion VND/year...

The "Good workers, creative workers" program among employees has recently developed strongly in both breadth and depth, attracting a large number of enthusiastic and active officials, union members, and employees to participate. Evidence for this is the increasing number of technical innovation and production and business rationalization initiatives applied to production practices. As a result, in the past 5 years (2020-2025), 62,887 initiatives and scientific research projects at all levels have been applied to production and work, bringing hundreds of billions of VND in benefits to agencies, units, and enterprises. There were 88 solutions winning the Provincial Technical Innovation Contest, 7 solutions winning the National Technical Innovation Contest; 167 individuals were awarded the Certificate of Creative Labor by the Vietnam General Confederation of Labor. The Provincial Federation of Labor honored 229 outstanding individuals with the titles "Excellent Workers of Thanh Hoa", "Outstanding Civil Servants, Public Employees, and Workers of Thanh Hoa"; 95 outstanding union officials...
