Widespread digital transformation in Phu Yen

VHO - In Phu Yen province, from cities to rural areas, digital transformation is taking place strongly, increasingly bringing the government closer to the people, serving the people more quickly, transparently and effectively.

Strong digitalization from rural areas

To handle administrative procedures, previously, people in Hoa Dong commune, Tay Hoa district had to go directly to the commune People's Committee headquarters. Now anyone can carry out these procedures right at home thanks to the free wifi system covering the entire area.

If any resident does not know how to use or is unclear about the operating procedures, the community digital technology team in residential areas will provide guidance in a short time.

With the support of a member of the community digital technology team at the Village Cultural House, in just 10 minutes, Mr. Le Hong Thai in My Thuan Trong Village, Hoa Dong Commune, Tay Hoa District completed the procedure for registering a birth certificate for his child on the online public service portal: “Previously, I was very hesitant to approach technology because I was afraid I wouldn’t be able to do it. When I was guided through every detail, I found that digital technology brings many benefits and conveniences.”

Mr. Thai added that since digital technology has spread widely, people in rural areas have been proactive about their time, no matter how busy their seasonal work and farming are.

Hoa Dong Commune has a population of over 14,350 people. Starting out as a purely agricultural commune, this locality is aiming to achieve smart new rural standards by 2025. The commune has built an electronic information page at http://hoadong.tayhoa.phuyen.vn; set up a Zalo Official Account as an account exclusively for the Commune People's Committee, creating a favorable environment for the government to interact with the people.

More than 90% of citizens in the commune have installed and activated electronic identification accounts to perform online public services.

Mr. Dinh Ngoc Sum, Chairman of the Commune People's Committee, said that Hoa Dong is one of 9 communes nationwide approved by the Ministry of Agriculture and Environment for the Digital Transformation Program in New Rural Construction, towards Smart New Rural Areas in the period 2021-2025 (phase 1).

Through Zalo OA applications or electronic information pages, many major policies of the Party and State are promptly conveyed and disseminated to each citizen. In return, people can also connect and reflect their thoughts and aspirations to local authorities more easily and conveniently.

Recently, the app “Tuy Hoa City Online” is no longer strange to Tuy Hoa city residents. With just a smartphone, Mr. Nguyen Van Tri in Ward 9 can send a report about the unsightly urban situation in his residential area to the local authorities. The information is so fast and effective that it was sent in the morning and by noon, the authorities had completely handled the matter Mr. Tri mentioned.

The app “Tuy Hoa City Online” connects with the Smart City Operations Center (IOC), launched in 2022.

Every day, this center receives many messages and feedback from people, mainly about the fields of traffic, lighting, trees, urban infrastructure, and social order and safety. IOC operates 24/7, all feedback from people is resolved quickly.

Through this, people can also monitor the progress of their complaints through the phone app or the address: https://tuyhoatructuyen.phuyen.gov.vn.

Mr. Nguyen Khoa Khang, Head of the Economic, Infrastructure and Urban Department of Tuy Hoa City, the unit managing and operating IOC, said that IOC is considered the "brain" of a smart city.

The collected data will be compiled, analyzed, and supported in the direction, management, and operation of the city leaders in the fastest and most effective way. All feedback from the people will be sent directly by the IOC to the responsible units and localities and must be processed immediately, regardless of the time. This is a breakthrough solution, creating a "bridge" and very effective interaction between the government and the people.

People and government agree

Through the Online Public Service Portal, on average, the one-stop department of the People's Committee of Hoa Dong commune receives about 12 administrative procedure files per day. Most of the procedures are related to the fields of notarization, justice-civil status, land administration-construction, culture-society... Almost all files are processed and results are returned within 1 day, many times faster than before.

Thanks to online public services, Mr. Huynh Lat in Phu Dien Trong village, Hoa Dong commune did not have to go all the way to Vinh Phuc province to confirm his marital status when his daughter completed marriage procedures. He was guided by the one-stop-shop staff to complete all the procedures conveniently right at his locality.

Through learning and researching more about technology, Mr. Lat has now become an active member of the community digital technology group.

“I find online public services convenient, time-saving and cost-effective. Everything is quick and not as complicated as I thought, and anyone can do it if they are willing to approach it,” Mr. Huynh Lat confidently said.

In the first months of 2025, many criteria for providing online public services in Phu Yen province remained higher than the national average. Typically, the rate of electronic result records reached 99.25% (the national average was 73.3%); the rate of exploitation and reuse of digitized information and data reached 88.32% (the national average was 37.45%); the rate of online records reached 93.55% (the national average was 57.58%).

The index of serving people and businesses in performing administrative procedures and providing public services according to statistical results on the National Public Service Portal of Phu Yen province reached 84.12 points, classified as good and ranked 4th out of 63 provinces and cities.

According to Ms. Dao Pham Hoang Quyen, Director of the Department of Science and Technology of Phu Yen province, in the roadmap for building e-government, the province has put into operation the data integration and sharing platform (LGSP Phu Yen), which is considered the "backbone" connecting specialized information systems.

Along with that, the IT application infrastructure serving the management, connection and sharing of specialized data at the local level (Cloud Phu Yen) is deployed synchronously from the provincial to the communal level. The good news is that many essential public services such as healthcare, education, administrative procedures, etc. are maintained stably, without interruption.

“The immediate task of Phu Yen in the coming time is to thoroughly grasp and effectively implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; widely launch and quickly spread the movement “Digital Education for All”. The Department of Science and Technology also proposed solutions to implement contents related to digital transformation when arranging administrative units and implementing the 2-level local government organization model”, Ms. Quyen added.
