Promoting digital transformation in work performance

Records at universities and colleges under the Party Committee of Hanoi Universities and Colleges show that the Party cells in the schools have actively organized thematic activities "Research, thoroughly grasp and propagate the guiding ideology and major orientation of the Party and General Secretary To Lam on "New Era - Era of national rise"".

Regarding the implementation of this political activity, Associate Professor, Dr. Vu Ngoc Khiem - Party Committee Secretary, Chairman of the University Council of the University of Transport Technology said that immediately after participating in the online conference organized by the Hanoi Party Committee on researching and thoroughly grasping the Party's ideology, General Secretary To Lam on "New Era - Era of national rise" and implementing the plan of the Party Committee of Hanoi universities and colleges, the school promptly assigned the Party Committee's Propaganda Department to coordinate with the Party Committee Office to send all the guidance documents related to the implementation plan to 40 Party cells and 5 Party Committees of Departments under the school to facilitate the process of accessing and implementing.

In addition, the school also posts documents on the school's internal information websites. This is one of the forms of creating great convenience not only for all party members in the Party Committee but also for the elite masses, lecturers, staff, and students in the whole school. Up to now, 100% of the party cells, including 40 party cells and 5 Party Committees of the school's affiliated departments, have fully registered the plan to implement thematic activities on "New Era - Era of national rise".

“We think that this is one of the opportunities for Party members in the Party Committee to approach and better understand the Party's major orientation on the "New Era - The Era of National Rise". As a university, we believe that after these thematic activities, we will create more motivation and understanding to convey to students the Party's major policies and orientations on national development in the coming period. It is expected that by the end of March 2025, the Party Committee of the school will organize a school-level discussion conference to summarize, evaluate and draw lessons" - Associate Professor, Dr. Vu Ngoc Khiem shared.

One of the contents that many party cells in schools choose to carry out activities is the issue of digital transformation. Regarding this work, Associate Professor, Dr. Vu Ngoc Khiem said that for many years, the school has always focused on this work. Accordingly, the school has applied digital transformation in management and training activities through the application of software. For staff and lecturers, there are many software programs to support teaching and research.

For students, the school is currently building many software to help students access the school's teaching materials in many places such as the library and in the classroom. In the coming time, the school's activities will continue to exploit and apply digital transformation more. In particular, the school will focus on building IT infrastructure to deploy software applications.

Promoting Party spirit in building a rule-of-law state

To contribute to bringing the country into the "New Era - The Era of National Rise", speaking to the press, Dr. Chu Manh Hung - Party Secretary, Chairman of the Council of Hanoi Law University said that perfecting the legal system as a tool to create "breakthroughs" as affirmed in the Resolution of the 13th National Party Congress is an urgent requirement.

According to Dr. Chu Manh Hung, law is the foundation for creating a legal infrastructure to guide and orient social development. Therefore, having a good legal system and organizing effective law enforcement is an inevitable requirement in national governance. After nearly 40 years of implementing the renovation process, our country has achieved success in all aspects. On the basis of inheriting the achieved results and meeting the requirements of the new context, it is necessary to have new thinking and activities on building and organizing law enforcement to build a socialist rule-of-law state of Vietnam under the leadership of the Party.

The Resolution of the 13th National Party Congress affirmed: “Complete the synchronous development institutions, first of all the institutions for developing a socialist-oriented market economy. Innovate national governance in the direction of modernity and effective competition. Focus on prioritizing the synchronous, high-quality completion and good implementation of the legal system, mechanisms and policies, creating a favorable, healthy and fair investment and business environment for all economic sectors, promoting innovation…”.

That shows that building a complete, timely, synchronous, unified, feasible, public, transparent, stable legal system, focusing on the legitimate rights and interests of people and businesses, promotes innovation, ensuring the requirements of rapid and sustainable development. In particular, closely linking law-making with law enforcement.

In the current period, when the country is preparing to enter the “New Era - The Era of National Rise”, General Secretary To Lam once again emphasized the Party’s role in building a socialist rule-of-law state in Vietnam. This includes promoting the building and implementation of laws. Vietnamese laws must accurately reflect Vietnamese reality in order to promote democracy and serve the people. Therefore, it is necessary to have a new way of thinking about building and implementing laws based on the principle of controlling power.

Dr. Chu Manh Hung also said that in order to build and organize the implementation of laws to ensure the promotion of Party spirit in building a socialist rule-of-law state in Vietnam, first of all, it is necessary to perfect the mechanism of assignment and coordination to control State power in law-making. Define more fully, clearly and reasonably the functions and tasks of State agencies in law-making. This is a fundamental solution to help overcome limitations, perfect the legal system, and ensure the quality of legal documents. Along with that, it is necessary to strengthen discipline, discipline, regulations on responsibility regimes, and sanctions for violations against individuals and organizations in law-making. The process of drafting, appraising, examining... must have close coordination, clear responsibilities, and avoid the situation of "changing roles halfway". At the same time, it is necessary to establish a mechanism to prevent and combat the insertion of group interests in law-making; perfect the legal system to meet the requirements of building a creative and developing government.

For the country to enter the "New Era", according to Dr. Chu Manh Hung, the Party's character in building and organizing the implementation of laws is reflected in the Party's guiding role in the development of the country as well as the law; controlling power and the requirement to institutionalize the Party's guidelines and policies. From that, the Law on Promulgation of Legal Documents (amended) being drafted has determined the first principle of the Law. That is to ensure the Party's leadership in the work of building laws; timely, correct and complete institutionalization of the Party's guidelines and policies on building and perfecting the legal system.

The country is about to enter a “New Era - The Era of National Development”. Therefore, the entire political system must continue to be innovated to keep up with the movement of reality, promote resources and motivation to develop the country. Building and organizing effective implementation of laws on the basis of the Party's orientation is to remove the “bottleneck of bottlenecks” to implement strategic breakthroughs affirmed in the Resolution of the 13th National Party Congress, preparing for the 14th National Congress to realize the goals and aspirations for national development by 2030, with a vision to 2045.
