Standing on the sim hill, where the new residential area of Lang Nu, Phuc Khanh commune (Bao Yen, Lao Cai ) is being built, Mr. Sam Van Bong looked far away, towards his old residence, his eyes filled with tears. Then he returned to work with everyone, joining hands to rebuild the new Lang Nu. He understood that any loss will eventually subside, the important thing now is to live in the present and look forward to a brighter future. Mr. Bong's mood is also the common feeling of the people of Lang Nu and Nam Tong villages, Nam Luc commune (Bac Ha, Lao Cai).
To help people stabilize their lives soon, on September 21 and 22, Lao Cai Provincial People's Committee coordinated with Vietnam Television to organize the groundbreaking ceremony for the Village Reconstruction Area. Nu and Nam Tong villages. Corps 12, Ministry of National Defense is the direct construction unit. Attending the groundbreaking ceremony were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of Lao Cai Provincial Party Committee; Le Ngoc Quang, member of the Party Central Committee, General Director of Vietnam Television; Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee; Colonel Nguyen The Luc, Deputy Commander of Corps 12. Also attending were representatives of leaders of departments, branches and sectors of Lao Cai province; and people of Lang Nu and Nam Tong villages.
Determined to rebuild villages after floods
From Pho Rang town (Bao Yen district) to Lang Nu village, about 20km, there is still a lot of mud and soil, many places have signs warning of high risk of landslides. The new Lang Nu village reconstruction area is located on sim hill, with a total area of 18.5ha, 2km from the old village. Before that, comrade Trinh Xuan Truong and the Vietnam Association of Architects directly surveyed and selected the location; the people of Lang Nu village voted 100% in agreement to choose the location to build the new village.
Rain and flood due to circulation Storm No. 3 has caused serious damage to many localities in the North, especially Lao Cai province. Although the rain and floods have passed, life is returning to people in storm-hit areas, but there are still many difficulties and many things to do ahead. When we arrived at the new resettlement area of Lang Nu village, Village Chief Hoang Van Diep was assigning people to join hands with the local Party Committee, government and construction unit to complete the site clearance work soon. Comrade Hoang Van Diep said: "In phase 1, the village was built on an area of 10 hectares, with 40 households moving in. This is both a long-term settlement for the people in the village and meets the daily living needs, in accordance with the culture and customs of the people".
The road to Nam Tong village was even more arduous. On the night of September 21, it rained, making the road slippery, so the driver had to repeatedly use the bridge to get through the muddy sections. Along the way, there were more than a dozen landslides, where rocks and soil could slide down at any time. Due to the influence of storm No. 3, from September 7 to 11, Bac Ha district had heavy rain, many places with very heavy rain, causing heavy damage to people, property, crops... of the people. In particular, the landslide that buried households in Nam Tong village left 18 people dead and missing (currently 14 people have been found; 4 people are still missing) and 11 people injured. Grief covered Nam Tong village, where 98% of the Mong people live.
The resettlement area of Nam Tong village was arranged by Lao Cai provincial authorities to be located on a high hill, nearly 4 hectares wide, nearly 2km from the old village, and can accommodate 70 households with a minimum area of about 300m2 per household. This land has a large area, does not need to be leveled much, is close to a water source, and is convenient for constructing connecting infrastructure. As the person who suffered the most loss after the recent flash flood, up to now, Mr. Ly Seo Tho (a resident of Nam Tong village) is still shocked and heartbroken. The rain and flood swept away his wife and two children. In his extreme pain, he always received encouragement and help from many people. He hopes that the new residential area for the villagers will be completed soon so that people will suffer less, return to normal life soon, and build a new life together.
Faced with the loss and grief of the people in Lao Cai province caused by storm No. 3, especially the two villages of Lang Nu and Nam Tong, the Party Committees, local authorities in the province and the entire political system have stepped in to gradually restore the lives of the people. Joining hands with the people, over the past time, all levels, sectors, localities and compatriots nationwide, overseas Vietnamese have always turned their attention to the people in the flood-hit areas of the Northern provinces in general, and the people of Lang Nu and Nam Tong villages in particular.
In particular, during this period, the Tam Long Viet Fund and Vietnam Television decided to support the entire construction cost of 42 projects in Lang Nu village (40 houses, 1 community house and 1 kindergarten) and 17 projects in Nam Tong village (15 houses, 1 community house, 1 kindergarten). Comrade Le Ngoc Quang affirmed: "This is a very meaningful and practical work. In the past few days, the Tam Long Viet Fund has received contributions and support from many benefactors at home and abroad. The Fund not only supports people to rebuild two residential areas but will continue to accompany and help families, especially students in the coming time, with the wish that people will soon stabilize and have a better life".
Shining more brightly the qualities of Uncle Ho's soldiers
When the flood swept away the entire Lang Nu village and many households in Nam Tong village, the officers and soldiers of the People's Armed Forces Military Region 2 has crossed landslides to reach the people as quickly as possible; promptly supporting and rescuing the people in the most difficult moments. Today, Uncle Ho's soldiers, officers, employees, and workers of Army Corps 12 continue their journey, joining hands with philanthropists, local Party committees, and authorities to rebuild Lang Nu and Nam Tong villages.
As the unit assigned by the Ministry of National Defense to accompany and implement the project, in recent days, the 12th Army Corps has quickly brought in vehicles and human resources to implement the construction of the site. Colonel Nguyen The Luc said: "Promoting the tradition of the Truong Son Army, clearly recognizing the responsibility and sentiment assigned by the head of the Ministry of National Defense, the unit has focused on mobilizing a team of capable and experienced officers and engineers, as well as vehicles, machinery and equipment to implement the project to ensure quality and compliance with the design; encouraging officers, employees and workers to overcome all difficulties and strive to complete the resettlement area for the people of Lang Nu and Nam Tong villages before December 31, 2024 in accordance with the direction of the Prime Minister.
Throughout the 80-year history of building, fighting and growing up of the Vietnam People's Army, people across the country have protected, sheltered, loved and nurtured the soldiers. That is the gratitude that every officer and soldier of the 12th Corps always keeps in mind, determined to strive to complete the task of building new residential areas for the people of Lang Nu and Nam Tong villages in the best, fastest and most suitable way."
Evaluate Corps 12 is a unit with a lot of experience in rebuilding residential areas, which is clearly demonstrated when the unit quickly deployed human and material resources to rebuild resettlement areas for people in Lang Nu and Nam Tong villages. Comrade Le Ngoc Quang hopes that the cadres, employees and workers of Corps 12 will be determined to further shorten the construction time so that people can soon stabilize their lives.
The difficulties and losses will pass, giving the people of the two villages a new and better future. For the households affected by the flash floods, many families will not be able to find what they had in the past, but with the affection, love and mutual support of the people here, as well as the noble deeds of the people of the whole country, the people will certainly have a better future. Soon, the two new lands in Lang Nu and Nam Tong villages will have many new houses formed, and young grass will begin to grow. On the mountain slopes, the trees that were crushed by the floods are starting to turn green again, a new life is truly reviving.
On the way back to Hanoi, there were still many groups supporting flood victims heading to the northern provinces. Lang Nu and Nam Tong villages are being rebuilt and still have many difficulties and shortages that need the cooperation of the people nationwide so that the people can soon stabilize their lives and strive to build their villages more and more prosperous.
