The Congress of the Finance Department Party Cell, Petroleum Department for the 2025-2030 term has just been successfully completed. This is an important political event, marking the efforts of the Party Cell throughout the past term; at the same time, it sets out goals and directions, demonstrating the determination of the Party Cell to continue to rise in the new term.

The 2020-2025 term took place in the context of consecutive epidemics and natural disasters, fluctuating oil and gas prices; the Petroleum Department merged the Logistics Department and the Technical Department into the Logistics - Technical Department at the grassroots level. At the same time, the requirements for military and defense tasks for the Finance Department were increasingly high, with many additional urgent tasks. Faced with these difficulties, the Finance Department Party Cell proactively researched and advised the Petroleum Department on policies, solutions, and mechanisms for financial work; promptly and effectively developed and implemented plans and programs to implement work goals and tasks, ensuring comprehensive, unified, strict, and effective leadership and direction of financial work. At the same time, it is necessary to do a good job of advising, directing, and organizing to ensure good finance for the tasks.

In particular, the Party cell researches and proposes issues related to financial security when situations arise. Faced with fluctuations in the fuel market and many unexpected tasks arising, the Party cell has proactively proposed flexible and timely financial solutions. Thanks to this approach, even in unexpected tasks such as Covid-19 prevention and control or disaster relief, the unit always promptly supplements funds, adjusts the security plan, and does not let any activities be delayed. It is this proactiveness and determination that has helped the Petroleum Department successfully complete all assigned tasks, even in difficult situations.

The Party cell has directed and organized to ensure sufficient and timely finance for regular tasks, contributing to the successful implementation of the Department's tasks. Proactively develop plans to allocate funds to agencies and units, submit them to the Head of the Department for approval; notify and guide agencies and units to implement them in accordance with regulations and procedures. Manage and use funds strictly and effectively; make statistics and payments in accordance with regulations. Resolutely implement measures to practice thrift and combat waste. Organize the creation of sources and purchase of gasoline and oil, and guide and direct units to purchase decentralized supplies annually according to the approved plan, in accordance with the laws of the State and the Ministry of National Defense .

The Party cell attaches importance to the work of building the industry, ensuring practicality and effectiveness. Determining that "people are the decisive factor", the Party cell always focuses on building a team of financial officers and employees in terms of both expertise and quality. Administrative reform, digital transformation, and research and application of science and technology in all aspects of work are well implemented.

The work of building a strong Party cell in terms of politics, ideology, ethics, organization and cadres, and leading the Board to comprehensively complete its tasks has received special attention. From the achieved results, the Party cell draws lessons, which are: Regularly thoroughly grasp resolutions and directives of all levels, creatively and appropriately apply them to practical conditions to do a good job of advising on financial activities to achieve high results. Always be proactive, sensitive, grasp the situation, forecast accurately, propose policies, tasks, and comprehensive and timely leadership solutions. Pay attention to training and fostering a team of cadres and employees to thoroughly grasp the spirit of "7 dares", "5 determinations, 5 proactiveness", high responsibility, good expertise, and excellent completion of duties and tasks.

In the coming term, the Finance Department Party Cell determines to improve the quality and effectiveness of staff work and organize to ensure timely budget for agencies and units performing tasks; continue to research and propose financial work according to the project to innovate the financial management mechanism of the Army. The Party Cell determines to carry out the breakthrough well: Building and improving the quality of staff to meet the requirements of tasks in all situations. Improve the quality of staff work and proposals to ensure "correct, accurate, timely, effective". Promote administrative reform, digital transformation; apply science and technology to the field of work.
