
Attending the meeting were leaders of the Department of Finance, Department of Agriculture and Environment, Provincial Land Fund Development Center, Department of Construction, Department of Culture - Sports and Tourism, Provincial People's Committee Office, and leaders of Mui Ne ward, Phu Thuy ward, Tan Thanh commune and Ham Thuan Nam commune.

At the meeting, representatives of relevant departments, branches and localities reported on the progress of work implementation for 6 key projects in region II (old Binh Thuan ).
The above 6 projects include: Ham Tien - Mui Ne New Commercial and Service Urban Area Project (Area I) in Phu Thuy Ward (48.39 ha); Ham Tien - Mui Ne New Commercial and Service Urban Area Project (Area III) in Mui Ne Ward (218.65 ha); Ham Tien - Mui Ne New Commercial and Service Urban Area Project (Area IV) in Mui Ne Ward (193.79 ha); Ham Tien - Mui Ne New Commercial and Service Urban Area Project (Area V) in Mui Ne Ward (157.14 ha); Flying Sand Dunes Project in Mui Ne Ward (about 115.5 ha); Bung Thi Eco-tourism, Resort and Entertainment Project in Tan Thanh Commune (about 106 ha).

For the new Ham Tien - Mui Ne Commercial and Service Urban Area Project (Area I), the Provincial Land Fund Development Center is finalizing the auction plan for Area I to submit to the Department of Agriculture and Environment for appraisal.
However, the progress of determining the starting price and approving the land use rights auction plan is still slow, not meeting the requirements as directed by the Provincial People's Committee. The sectors and localities are focusing on coordinating to handle the remaining household with the act of re-encroaching on land area.

The new Ham Tien - Mui Ne commercial and service urban area project (area III) has been approved for investors through bidding.
This project is facing problems related to the handling of compensation cases in the land exploitation plan along both sides of the old 706B road, now Vo Nguyen Giap road.
Regarding the new Ham Tien - Mui Ne commercial and service urban area project in Zone IV and Zone V, the Department of Finance is drafting a document of the Provincial People's Committee to ask for opinions from the Ministry of Agriculture and Environment on a number of contents related to the project documents to ensure strictness.

For the Flying Sand Hill Project, the sectors and Mui Ne wards are comparing each case of land use (including the area for building tombs) to classify and plan the implementation of each content according to the direction of the Provincial People's Committee, to be completed before October 30, 2025.
Regarding the Bung Thi Ecotourism, Resort and Entertainment Project, the People's Committee of Tan Thanh Commune has not yet approved the detailed planning documents 1/500 of the project, and has not yet prepared the investment proposal documents, so there is no basis for implementing the next steps, and it does not meet the requirements of the Provincial People's Committee.

Concluding the meeting, Vice Chairman of the Provincial People's Committee, Head of Working Group 1608 Nguyen Minh highly appreciated the determination and responsibility of relevant departments, branches and localities in implementing the projects.
However, the implementation process still faces many difficulties and obstacles. Therefore, the Provincial People's Committee Office and relevant sectors and localities are requested to review the conclusions and directions of the Provincial People's Committee to speed up the implementation progress, ensuring the growth scenario in 2025 and the following years.
The Vice Chairman of the Provincial People's Committee also directed the removal of obstacles for each project, assigning responsibilities and progress of implementation of each part of the work to units and localities.
Particularly for the new Ham Tien - Mui Ne Commercial and Service Urban Area Project (Area I), it is required to immediately complete the auction plan and completely handle land encroachment cases before November 5.
For project area III, urgently submit land allocation and lease documents, determine land prices before October 31, focus on land inventory and recovery according to regulations.

To continue implementing the project in areas IV and V, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Agriculture and Environment and the People's Committee of Mui Ne Ward to fully report on the project implementation process until there is a resolution of the Provincial People's Council, including it in the list of investors for selection.
For the Flying Sand Hill Project, it is necessary to focus on doing a good job of site clearance, organizing enforcement of land encroachment cases; implementing compensation and support work according to legal regulations.
Regarding the Bung Thi Ecotourism, Resort and Entertainment Project, it is necessary to quickly complete and approve detailed planning and propose investment policies according to the province's direction.
