Provincial People's Committee leaders worked with the Central Steering Committee's working delegation on the implementation of national target programs.

On April 11th, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, chaired a working session with the Central Steering Committee's working group on the implementation of national target programs, led by Mr. Ngo Truong Son, Chief of the Central Office for New Rural Development Coordination.

Implementing national target programs, in 2023 the province disbursed 329.59 billion VND, of which development investment capital reached 95% and recurrent expenditure capital reached 58%. In the first three months of 2024, the disbursement of development investment capital reached 40%; recurrent expenditure capital reached 2%. The national target programs implemented in the past have contributed to gradually solving pressing issues in social life. Socio -economic infrastructure in rural, mountainous, and remote areas continues to be invested in, renovated, upgraded, and newly built relatively synchronously, especially essential infrastructure serving production and people's lives; many effective production development models have been replicated; creating conditions for people to consciously strive to escape poverty, proactively organize production, livestock farming, and cultivation activities, create livelihoods, and increase income. Opportunities to access social services for people have been improved, and the environment is increasingly improved.

In addition, the implementation of the three national target programs also faced some difficulties and obstacles, such as: The implementation of the mechanism for allocating detailed budget expenditure estimates by type of activity, project, and sub-project is a bottleneck leading to very low disbursement of funds for national target programs. The scope and fields of the three national target programs are quite broad, and the large number of guiding documents requires a lot of time for research, development, promulgation, and implementation, while officials working on national target programs in localities still face many difficulties; some localities also face difficulties in balancing counterpart resources. Therefore, the Provincial People's Committee proposes that central ministries and agencies consider amending and supplementing appropriate regulations so that localities have a basis for disbursing allocated funds; and consider requesting the Prime Minister to provide an additional 40 billion VND from the central budget reserve for Ninh Son and Thuan Nam districts to build infrastructure projects, striving to achieve the goal of becoming new rural districts. There are additional guidelines regarding matching funds from local budgets, aiming to reduce the matching ratio for provinces with poor districts and limited budget revenue. Guidance should be provided soon on implementing criteria for identifying low-income workers; attention should be paid to organizing training and professional development programs to improve the skills and expertise of staff at all levels involved in implementing national target programs.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee affirmed that the implementation of national target programs is of paramount importance to the province in addressing urgent issues related to infrastructure investment, serving production and people's lives, contributing to promoting socio-economic development, poverty reduction, and new rural development. He expressed his hope that the delegation would continue to pay attention to and support the province, helping to resolve difficulties and obstacles, guiding the implementation of programs and projects effectively, removing policy bottlenecks, and maximizing the disbursement of allocated funds. Based on the guidance and support of the delegation, relevant departments and localities should effectively, promptly, and strictly implement programs and projects to ensure the early disbursement of allocated budget funds, serving production, people's livelihoods, and increasing income for people in rural and mountainous areas in the coming time.
