Provincial People's Committee leaders hold regular monthly meeting with businesses in September.

On the morning of September 26th, Mr. Nguyen Cao Son, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, chaired the September regular meeting to consider proposals and recommendations from businesses and cooperatives. Leaders from relevant departments, agencies, and localities also attended.

During the meeting, Mr. Tran Van Tuan, the project owner for the construction of a cargo handling terminal in Gia Trung commune (Gia Vien district), requested: The investment project for the construction of a cargo handling terminal in Gia Trung commune was approved by Decision No. 898/QD-UBND dated July 27, 2020, of the Ninh Binh Provincial People's Committee. However, as of August 19, 2024, I have still not been allocated land to implement the project. Therefore, I request that the Provincial People's Committee and the Gia Vien District People's Committee facilitate the allocation of land so that the project can begin operations soon.

Mr. Dinh Van Giang, Director of Kim Trung Agricultural and Aquatic Products Service Cooperative, Kim Trung commune, Kim Son district, has two proposals: Firstly, he requests the conversion of land use right certificates from sedge cultivation land to aquaculture land for households in Kim Trung and Kim Hai communes. Secondly, he requests that the competent authorities promptly develop a plan to issue land use right certificates and allocate land in the area outside the Binh Minh II dike so that people can confidently engage in production.

The opinions and suggestions of the two businesses were analyzed, clarified, and answered immediately at the meeting by the Vice Chairman of the Provincial People's Committee and relevant departments and localities, based on current legal regulations.

Regarding the proposal to allocate land for the construction of a cargo handling terminal in Gia Trung commune, Vice Chairman of the Provincial People's Committee Nguyen Cao Son instructed Gia Vien district to update the land list and submit it to the District People's Council for inclusion in the 2025 land use plan for approval at the meeting. Simultaneously, the project owner should work with the Department of Planning and Investment to complete the procedures for project extension and adjustment. The Department of Planning and Investment needs to guide the investor in completing the necessary paperwork to ensure the project becomes operational as soon as possible.

Regarding the request for land use certificates and land use rights for residential and sedge cultivation land from 2003 to the present, which remains unchanged and unchanged as it was before, Deputy Chairman of the Provincial People's Committee Nguyen Cao Son instructed Kim Son district to consider and issue new certificates to eligible households while maintaining the current status. For households that have consolidated their land plots, the district will approve the results of the land consolidation and exchange and will process the issuance of land use conversion certificates to aquaculture land for these households after the land consolidation and exchange results are approved.

Regarding the request for land use rights certificates and land allocation outside the Binh Minh II dike, this is currently not feasible because it is awaiting approval from the Provincial People's Committee of the district's zoning plan. After the zoning plan is approved, investment will be attracted. Based on that, households with production needs will register to receive guidance on preparing investment projects for land lease. Currently, this area is not yet fully planned, so it is not possible to organize land leases for production investment. If residents continue to have a need for aquaculture, after the contract ends, they will have to return the land to the district. Afterward, residents will prepare an investment project to lease land for aquaculture investment and obtain investment certificates.
