Workers going to work abroad are deceived mainly because they follow 'ghost' companies.

On the morning of June 6, during the question-and-answer session at the National Assembly , Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung answered questions about "hot" issues in the field of sending workers to work abroad.

There are 482 licensed businesses.

Delegate Nguyen Thi Viet Nga, National Assembly Delegation of Hai Duong province, stated that in recent years, the number of Vietnamese workers going to work abroad has increased rapidly, but the number of workers being tricked into going abroad to work under various forms is also quite large, causing many serious consequences. So will the Ministry of Labor, War Invalids and Social Affairs have a solution to overcome this situation?

Responding to the question, Minister Dao Ngoc Dung said that the number of laborers going abroad in 2022 is 142,000, accounting for about 10% of the number of workers who need to find jobs in 1 year. These workers go according to the Law on Vietnamese Workers Going Abroad, sent by licensed enterprises. Currently, there are 482 enterprises licensed by the State to send workers to work abroad. And, workers going with these enterprises are rarely deceived.

“Most of the workers who were cheated were by ‘ghost’ companies, companies with incorrect addresses, companies not licensed by the State, fraudulent companies, or even disguised companies. The Ministry has coordinated with relevant agencies and localities to handle many of these cases,” said Minister Dao Ngoc Dung.

According to Mr. Dung, there are some cases where licensed companies also cheat, even cheating both the workers and the receiving businesses. This case has two forms: One is cheating to collect higher brokerage fees; the other is not in the right field of training, not in the right job, so the workers who go abroad have to return or have bad jobs, have to flee, stay illegally.

Regarding solutions, recently the Ministry of Labor, War Invalids and Social Affairs has punished many violations of enterprises in sending workers to work abroad. In 2022 alone, industry inspectors punished 62 enterprises, mainly by fining and revoking the licenses of 4 enterprises.

Minister Dao Ngoc Dung said that in order to handle fraudulent acts, it is necessary to implement many synchronous solutions, coordinate with localities and other agencies and ministries. The Ministry of Labor, War Invalids and Social Affairs will focus on disseminating legal policies and labor export markets so that workers can fully grasp the information, and at the same time step up inspections and handling of violations...

The rate of runaway workers has decreased.

Delegate Tran Quang Minh said that Vietnamese workers running away when participating in labor export abroad affects the image of the country, affecting the job opportunities of many workers who intend to participate in labor export abroad. Although there are sanctions, this situation still occurs. Delegate asked the minister to give solutions to minimize this situation?

Regarding a group of Vietnamese workers who stay abroad and do not return home on time, Minister Dao Ngoc Dung said that the current situation is not as urgent as in 2017. At that time, the rate of Vietnamese workers who absconded in Korea was up to 52%, and Korea stopped the entire Employment Permit Program for Foreign Workers (EPS program) with Vietnam.

Since then, the Ministry of Labor, War Invalids and Social Affairs has persistently implemented deposit and propaganda solutions for 4 years. The Korean side has also deported and even criminally prosecuted foreign workers who illegally stayed in Korea... to reduce the rate of workers who absconded. Along with the decrease in the absconding rate, Korea has also reopened the EPS program with Vietnam.

To date, the Korean side has continued to apply measures to stop accepting workers in all provinces and cities with high rates of workers staying illegally. The suspension is currently applied to 18 districts in 9 provinces.

"Localities and the Ministry of Labor, War Invalids and Social Affairs itself do not want to suspend, but this policy began at the request of the Korean side," Minister Dao Ngoc Dung informed.

Recently, the Ministry of Labor, War Invalids and Social Affairs has implemented many solutions, up to now the rate of workers violating contracts is only 24.6%. Vietnam is currently a country with a low level of violations and this will be the basis for Korea to continue to remove restrictions on labor admission.

Delegate Nguyen Thi Hong Hanh, National Assembly Delegation of Ho Chi Minh City, requested the Minister to evaluate and propose solutions to improve the quality of Vietnamese workers working abroad so that workers have more job opportunities and better income.

Answering the question, Mr. Dung emphasized that sending Vietnamese people to work abroad is a solution to create jobs, increase income, and create conditions for young people in need to access new jobs, new technology, and new working styles.

Expand only to good markets

In 2022, there will be 142,000 people working abroad, mainly in Japan, South Korea, Malaysia, Taiwan (China) and recently piloting sending workers to 6 countries in the European region. Regarding the current average income, only 3 countries have higher incomes: Germany at about 2,500 Euros, South Korea at about 1,800 USD, Japan at about 1,500 USD (but Japan has recently had more difficulties due to the lower yen exchange rate), and the average income is only about 600-700 USD/month.

According to Minister Dao Ngoc Dung, in general, the receiving countries assess the quality of Vietnamese workers working abroad as basically good. Specifically, they have a good sense of responsibility, good professional skills and, more importantly, good work performance.

However, there are two things that host countries should pay attention to: One is that our foreign language is inferior to that of some countries, and two, there is also a part of the sense of organization and discipline that is not good, for example: staying behind, quarreling, fighting, violating the law...

Regarding solutions to improve the quality of overseas employment activities, the Commander of the Ministry of Labor, War Invalids and Social Affairs said that the motto will be to focus on improving the capacity of units that are tasked with performing tasks according to the law. In addition, the Ministry will continue to negotiate and select effective locations, regions, and partners to cooperate in sending workers to work abroad.

"At this time, the country also needs workers, so if there is no high income and no good environment, we will not send workers abroad. That is the spirit," Minister Dao Ngoc Dung emphasized.

The Ministry of Labor, War Invalids and Social Affairs will also focus on building interconnected databases to manage people going and returning and issues arising after returning; strictly handle all cases of taking advantage of policies, abusing and defrauding people working abroad.
