Establish a council to re-evaluate a doctoral thesis found to be plagiarized

On December 19, the leader of the Department of Training and Student Affairs (Hue University) said that he had discussed with the Ministry of Education and Training about the process of handling the doctoral thesis of Ms. Le Thi An Hoa (head of scientific research department, Hue Monuments Conservation Center) which was concluded to have plagiarism.

Accordingly, after receiving the response from the ministry, Hue University transferred the above case to the Department of Training and Student Affairs for handling according to its authority.

The board's leader said he had spoken directly with the ministry's representative about the process of handling this thesis case because "This is the first time we have encountered such a case."

According to this leader, Hue University regularly evaluates doctoral theses, but usually before a thesis is approved and a doctoral degree is awarded, not after the degree is awarded and evaluated after 7 years.

This person said that Hue University will set up a council to re-evaluate Ms. Hoa's doctoral thesis as instructed by the Ministry of Education and Training.

The panel members will review all 150-plus pages of the thesis, except for 12 pages that have been found to contain plagiarism.

After the evaluation, the council will consider whether this doctoral thesis still meets the criteria and standards of a doctoral thesis before making a conclusion. If the thesis meets all the criteria, the council will announce the results as meeting the conditions for continued recognition.

If the requirements are not met, the thesis will be notified as unqualified and a request will be made to withdraw the thesis.

After receiving the results from the above-mentioned council's assessment and re-evaluation, Hue University will base on that to take the next steps such as revoking or withdrawing Ms. Hoa's doctorate degree...

Regarding the council members who approved Ms. Hoa's doctoral thesis, the board leader said that after the re-evaluation results are available, Hue University will also base on that to have disciplinary actions in accordance with current regulations.

"It is possible that those council members will not be able to participate in guiding doctoral theses for a certain period of time," said a representative of the Hue University's Training and Student Affairs Department.

According to this person, currently the establishment of a council to re-evaluate Ms. Le Thi An Hoa's doctoral thesis is also facing some difficulties in terms of time.

"However, even though it is difficult, we will invite experts to form this council according to regulations. After the council is formed, the members will have 2 months to re-read the entire doctoral thesis mentioned above, then draw a conclusion," said the board leader.
