- From the end of April 2025 to present, the number of vehicles carrying goods and agricultural products for export has increased at Huu Nghi International Border Gate, leading to congestion at times. Faced with this situation, the authorities and relevant departments and agencies have coordinated to flexibly deploy solutions to ensure customs clearance of goods.
According to information from the leader of the Customs Team at Huu Nghi International Border Gate, from April 25 to May 14, on average, customs forces at the border gate carried out customs clearance procedures for 250 to 300 export vehicles and 650 to 700 vehicles carrying imported goods each day, an increase of 100 to 150 vehicles compared to the beginning of April 2025. In addition, there are still about 350 vehicles waiting in line to clear customs through the border gate, leading to a situation where cargo vehicles moved slowly, affecting traffic on National Highway 1A towards Huu Nghi International Border Gate.
According to the authorities, the main reason for the above situation is that at this time, the provinces in the interior are entering the harvest season of some fruits such as jackfruit, durian, etc. In addition, the number of vehicles carrying agricultural products from third countries such as Thailand and India clearing customs and exporting through the Huu Nghi International Border Gate has also increased. In addition, the Chinese authorities continue to tighten the inspection of agricultural product quality, especially for durian.
Faced with the above situation, the authorities and relevant departments and sectors have flexibly deployed solutions to ensure customs clearance efficiency and avoid congestion of vehicles carrying goods at the border gates. For example, customs forces and border guards have increased their monitoring of border gate information; proactively developed traffic flow plans and assigned 24/7 shifts to regulate vehicles when the number of vehicles carrying import and export goods through the border gates suddenly increased...
Ms. Cao Hoai Phuong, Deputy Head of the Customs Team of Huu Nghi International Border Gate, said: To ensure the customs clearance of import and export goods at the border gate, the unit conducts inspections through the electronic declaration system, only needing a certificate from the plant quarantine agency to carry out procedures to allow customs clearance for vehicles carrying fruits and agricultural products. With this solution, the customs clearance time is less than 2 minutes/vehicle. At the same time, the unit proactively coordinates with related forces such as the Border Gate Management Center and border guards to regulate and ensure priority for exporting shipments in the "green channel"; promptly grasp new policies of the neighboring country to inform and recommend to import and export enterprises...
Together with the functional forces, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone also strengthens the implementation of solutions to improve customs clearance capacity, avoid congestion, and facilitate import-export enterprises through border gates in the province.
Mr. Hoang Khanh Duy, Deputy Head of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, said: In previous years, the infrastructure of the border gate area did not meet the import and export needs of enterprises, leading to congestion and congestion of vehicles carrying import and export goods during peak times. However, the province has now paid attention to attracting investment in developing infrastructure in the border gate area, expanding wharves; reforming administrative procedures, applying digital transformation... contributing to improving customs clearance efficiency. However, at some times, especially during the fruit season in the southern provinces, the number of vehicles carrying fruit increased dramatically, leading to exceeding the daily customs clearance capacity. Faced with this reality, the management board has actively discussed and discussed with Chinese agencies to extend customs clearance time from 2 to 3 hours/day; proactively grasping the situation and information to recommend businesses to proactively produce and trade to meet Chinese standards; Promote digital transformation application, reduce customs clearance time...
In addition to the above solutions, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone has proactively discussed and coordinated with Viettel Lang Son Logistics Park to arrange a parking area, creating maximum conditions for businesses to move cargo vehicles into the wharf. Accordingly, from May 3, vehicles carrying goods waiting to be exported through Huu Nghi international border gate will be regulated to stop at Viettel Lang Son Logistics Park. Viettel Lang Son Logistics Park only charges a fee of VND 30,000/vehicle/day.
With flexible solutions, it has contributed to facilitating import-export enterprises and promoting customs clearance of goods. In the first 4 months of 2025, import-export activities through border gates in the province achieved very high customs clearance efficiency, averaging about 1,500 vehicles/day, peaking at over 1,900 vehicles/day. In particular, there is no longer a prolonged congestion situation like in previous years.
Mr. Le Trong Nghia (Phu Yen province), a driver transporting agricultural products for export, said: I have more than 10 years of driving vehicles transporting export goods through the border gates of Lang Son province. In previous years, at this time, due to the increase in the number of vehicles going to the border gate, there was a lack of parking, especially at Huu Nghi International Border Gate, so I had to stop and park along the national highway, which was very unsafe. However, currently, vehicles transporting goods waiting for customs clearance are regulated to stop at Viettel Lang Son Logistics Park, they do not have to queue on the street; at the same time, procedures have also been simplified, thereby shortening customs clearance time.
With the initiative of relevant authorities and departments, although the number of vehicles carrying import and export goods through the province's border gates has been increasing, especially at Huu Nghi International Border Gate , customs clearance of goods is still carried out quickly and conveniently. This contributes to creating confidence for businesses to continue carrying out import and export procedures through Lang Son province in the coming time.
According to statistics, the total import-export turnover of all types through the province in the first 4 months of 2025 reached over 25 billion USD, an increase of 30% over the same period in 2024. |
