Low budget revenue
Although the total state budget revenue of the whole province in the first 6 months of 2025 was 13,656 billion VND, reaching 57% of the estimate, an increase of 37.3% over the same period in 2024, the customs sector only contributed 212,398 billion VND, reaching 26.4% of the estimate assigned by the Prime Minister (805 billion VND), reaching 26.1% of the target assigned by the Regional Customs Branch XIII (815 billion VND), down 43.08% over the same period last year.

According to Quy Nhon Port Customs (under the Regional Customs Department XIII), the sharp decrease in customs revenue is mainly due to objective factors. Recently, the stricter import-export control policies of some countries and the risks from conflicts in some regions of the world have significantly impacted the import-export activities of enterprises.
In the first 6 months of 2025, 519 enterprises carried out customs procedures at Quy Nhon Port Customs, down 6.9% over the same period last year; 538 vehicles entered, exited, transited, and transferred from port to port, down 14.6%. Many key import and export items also decreased sharply, of which imported raw steel decreased by 97.54%, equivalent to a decrease of more than 130 billion VND compared to the same period in 2024; imported machinery and equipment decreased by 12.45%, equivalent to a decrease of more than 8 billion VND. Export items such as: Wood chips decreased by 51.7%, equivalent to a decrease of more than 32 billion VND; refined ore decreased by 70.6%, equivalent to a decrease of more than 10 billion VND...
The above factors have greatly affected budget revenue results in recent times.
Adapt flexibly, seize opportunities
After the province's merger, the economic scale of Gia Lai province is larger, the import and export potential has increased, especially processed agricultural products and goods through Quy Nhon seaport. Furthermore, National Highway 19 has been invested in expansion and the expressway connecting Pleiku to Quy Nhon seaport will be built, helping Gia Lai province become an important logistics center, connecting the Central Highlands with the Central Coast, import and export activities through Quy Nhon Port will be more vibrant. This is a great opportunity for Quy Nhon Port Customs to welcome more enterprises to carry out import and export procedures through Quy Nhon Port and an opportunity for this unit to enhance its reputation, increase revenue from import and export activities, contributing to promoting the economic development of the province.

Ms. Nguyen Thi Thuy Quynh, Deputy Head of Quy Nhon Port Customs, said: “We have identified supporting businesses to overcome difficulties to maintain and develop import-export activities as an important solution to help increase budget revenue, so the unit has strengthened propaganda and dissemination of new legal documents to the business community; at the same time, introducing policies to support tax reduction for some import-export groups according to State regulations, ensuring maximum benefits for businesses. In addition, we have accelerated the implementation of the plan to modernize the Customs sector, creating favorable and transparent conditions for import-export activities.”
Currently, Quy Nhon Port Customs is promoting the automatic customs clearance system connected with Quy Nhon Port Joint Stock Company; simultaneously operating the electronic system for tax exemption, reduction, refund, non-collection, and handling of excess tax payments. This method helps shorten the time for completing documents, customs procedures, and customs clearance of goods by 5-7 times compared to before; overcoming the congestion of goods at gates and warehouses, contributing to reducing costs for businesses; increasing transparency in the customs clearance process.
In addition, Quy Nhon Port Customs also proactively reviews and grasps the operational situation of import-export enterprises throughout the province, especially enterprises with large revenue and budget contributions, thereby providing timely support solutions. Along with that, closely monitoring market developments to forecast and adjust budget collection plans accordingly.

At the same time, Quy Nhon Port Customs is required to continue to promote propaganda and dissemination of legal regulations on customs. On the other hand, it focuses on applying information technology, promptly guiding and supporting enterprises to resolve issues arising related to import and export activities, ensuring that enterprises' goods are cleared quickly and the budget is collected effectively.
