Xin Man district implements the New Rural Development Program for the period 2021 - 2025 with many difficulties and challenges when the new set of criteria prescribed by the Government is higher, while local resources are limited... To overcome the difficulties, the district has issued many documents directing and guiding the implementation and policy mechanisms, taking advantage of resources to effectively implement the New Rural Development. With the starting point being a district with many difficulties in socio-economic development, often affected by natural disasters, flash floods, and epidemics; the poverty rate at the end of 2020 (according to the poverty standard applied for the period 2016 - 2020) is 58.81%. In 2021, the poverty rate in the district was 7,437 households, down 4.99% compared to the end of 2020 (635 households escaped poverty), of which the poverty rate according to the poverty standard for the period 2016 - 2020 decreased to 50.82%.
To achieve effectiveness in building new rural areas, the district proactively and strictly implemented the direction of the province, resolutely directed specialized sectors and localities, especially at the commune level, to mobilize and guide people to develop production, eliminate hunger, reduce poverty and develop socio-economic development in ethnic minority and mountainous areas. Thanks to that, in the 2 years of 2021 - 2022: Average income per capita in the district by 2022 reached 29.30 million VND/person/year, an increase of 2.66 million VND compared to 2021; jobs were created for 6,000 people; the rate of trained workers by 2022 reached 48.7%, an increase of 2.5% compared to 2020.

The general direction and management in the area is integrated by the District People's Committee to direct the implementation. Through the establishment of a general Steering Committee for all 3 National Target Programs, clearly assigning the responsibilities of each agency, department, unit for each program, project, and sub-project component by sector and field. Therefore, the implementation process is consistent from the district, commune, and village levels. The District People's Committee directs the implementation of the National Target Programs on sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas, taking the goal of building new rural areas as the center.
In the process of building the new rural area, localities in the district pay attention to developing economic models, developing production and business to create jobs and increase income for rural people. Reorganize agricultural production, promote the development of cooperative economy, build new-style cooperatives, village-wide cooperatives, promote the effective operation of agricultural and forestry production groups in villages and hamlets. Implement linkages and attract investment in 4 enterprises operating in the agricultural sector associated with the linkage of local product consumption such as Vietnam Misaki Company growing Radish in Xin Man commune; linking with Phu Tho Good Agriculture Company to consume tomato products; with the Provincial Agricultural Extension Center to implement 12 hectares of purple cardamom and raise goats in 20 households; link with Thanh Dat General Trade Service Cooperative to consume products for the cold-water fish and sturgeon farming model, with a scale of 20,000 fish/year; Cattle breeding project, in association with Tien Thanh - Tuyen Quang High-tech Agricultural Cooperative. More than 1,500 households participated in renovating mixed gardens, the renovated area was over 424,000 m2, focusing on renovating to grow short-term vegetables, fruits, fruit trees, livestock and aquaculture.
With appropriate and effective methods, in 2021 - 2022 and the first 6 months of 2023, 95% of households in the district have access to electricity; 18 communes and towns have access to the national grid, reaching 100%. In the first 6 months of the year alone, communes and towns have built 22.2 km of concrete roads of all kinds; opened 2.8 km of new dirt and stone roads; repaired, upgraded and expanded 14.7 km of roads, 164/183 villages have concrete roads to the villages and 12/13 border villages have roads meeting the NTM criteria. The whole district currently has 3 communes meeting the NTM standards, striving to have 3 more commune-level units recognized as meeting the NTM standards by 2025...
