(LĐ online) - On the morning of June 18, the Party Committee and Military Command of Lam Dong province solemnly held the Emulation Congress for Victory of the provincial armed forces for the period 2019 - 2024.

In the period of 2019 - 2024, the emulation, reward and international movement in the provincial armed forces have been closely, synchronously, promptly and closely implemented by Party committees, political commissars, political officers, commanders, emulation councils at all levels and units. The emulation movements are closely linked to the campaigns and patriotic emulation movements of the Party, State, army and localities. After many years of implementation, the movement has truly become a great driving force, promoting agencies and units in the provincial armed forces to carry out and excellently complete local military and defense tasks; contributing to building a strong national defense associated with the people's security posture, building an increasingly solid defense area.

Party committees and organizations at all levels are regularly consolidated, improved, and their leadership and combat capacity are enhanced; the contingent of cadres and party members has increasingly improved qualifications and capabilities to meet the requirements of tasks in the new situation. In particular, the work of developing new party members always meets and exceeds the set targets. Accordingly, from 2019 to 2024, the provincial armed forces have more than 1,300 party members in the militia and self-defense forces (DQTV) and reserve mobilization forces (DBDV); the number of party members enlisted in the army reaches an average of 1.7% per year, exceeding the assigned target by 0.7%.

Emulation in training has been innovated by agencies and units in the provincial military in terms of content, form, and method, suitable to reality. Outstanding with the movements: "Excellent training, strict discipline, high combat readiness", "Overcoming the sun and rain to practice enthusiastically", "Teaching well, studying well"... Agencies and units have done a good job of advising on the strict implementation of the Law on Military Service; in the period of 2019 - 2024, they have advised on the selection of more than 6,600 young people to join the army, reaching 100% of the assigned target; organizing defensive area drills, defensive combat closely, correctly, and appropriately with the practical situation of the locality; gradually perfecting the combat plans of the forces, promptly handling situations. The militia and self-defense forces have been built comprehensively and firmly; Currently, the militia force accounts for 1.25 - 1.97% of the population, and the People's Armed Forces force accounts for 99.13 - 99.91%.

During the Covid-19 outbreak, the Provincial Party Committee and Military Command led and directed the work of advising on the establishment of a field hospital for treating Covid-19 patients in the province with a scale of 500 beds; dispatched more than 300 officers and soldiers to participate in 75 epidemic control checkpoints; more than 530 officers and soldiers to participate in 27 centralized medical isolation points; nearly 2,000 militiamen participated in nearly 1,500 community Covid-19 epidemic prevention teams; mobilized troops to support more than 6,000 tons of vegetables, tubers, and fruits (total value of 5.6 billion VND) for the people of Ho Chi Minh City and neighboring provinces affected by the Covid-19 epidemic.

Every year, agencies and units in the provincial military select and register to implement new and effective models. Typical examples include: the model "Rice jar of military-civilian love" of Regiment 994; "Returning to the village - 3 with the people" of the Military Command of Da Teh district; "Saving small change, sharing difficulties" of the Military Command of Duc Trong district; "Helping each other overcome difficulties" model for cadres to borrow capital for production of the Military Command of Lam Ha district.

In the movement "Provincial armed forces join hands to build new rural areas", agencies and units have actively advised and coordinated with localities, socio-political organizations, and local armed forces units to organize peak periods of mass mobilization work to help people such as: Dredging nearly 65 km of intra-field canals; repairing, clearing, and upgrading 47 km of inter-village roads; contributing nearly 6,000 working days to build civil works, military-civilian gratitude houses; visiting and giving gifts to more than 1,300 policy beneficiaries and families in difficult circumstances... Thereby, contributing to socio-economic development, maintaining political security, social order and safety in the area.

As a result, in the past 5 years, Lam Dong Provincial Military Command has nearly 1,300 collectives and more than 2,000 individuals commended and rewarded by the Provincial Military Command, Lam Dong Provincial People's Committee, Military Region 7 Command, and the Ministry of National Defense. In particular, Lam Dong Provincial Military Command was honored to receive the title of Excellent Unit in the 2020 and 2021 TDQT movement from the Party Committee and Military Region 7 Command.

Speaking at the Congress, Lieutenant General Nguyen Truong Thang - Member of the Party Central Committee, Commander of Military Region 7 acknowledged, commended and congratulated the achievements of Lam Dong Provincial Armed Forces in the International Military Movement, period 2019 - 2024.

In the period of 2024 - 2029, Lieutenant General Nguyen Truong Thang suggested that the Party Committee and the Provincial Military Command need to continue to thoroughly grasp the thoughts of President Ho Chi Minh, the Party's guidelines and policies, the State's policies and laws, resolutions and directives of the Central Military Commission, the Ministry of National Defense, the General Department of Politics, the Party Committee - Military Region Command and the Provincial Party Committee, the People's Committee of Lam Dong province; making all cadres, soldiers, military personnel, civil servants, and militia and self-defense forces properly aware of the position, role, and importance of emulation, reward, and emulation movements.

In addition, focus on emulation to build a clean and strong Party organization; ensure internal democracy, solidarity, comprehensive leadership capacity and high fighting strength; lead the unit to excellently complete political tasks and targets set by the Party Congress for the term.

The Commander of Military Region 7 also suggested that the provincial armed forces should continue to promote the building of a comprehensively strong "Exemplary, typical" unit that goes into depth, is solid, and constantly improves quality, taking political strength as the foundation; has many initiatives, technical improvements, and effective applications; focuses on discovering, fostering, and propagating creative and effective models and practices; emulation must be associated with rewards to encourage officers and soldiers to strive to excellently complete all assigned tasks.

Speaking at the Congress, Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc suggested that the Congress should seriously absorb the instructions of Lieutenant General Nguyen Truong Thang, from which, develop programs and plans for implementation. Thereby, the Party committees at all levels in the provincial military continue to thoroughly grasp the meaning and importance of the patriotic emulation movement, identifying this as an important task in the leadership, direction and organization of political tasks; doing a good job of propaganda and education to raise the responsibility of cadres and soldiers about patriotic emulation and the patriotic emulation movement.

The provincial armed forces need to focus on doing a good job of advising the Party Committee and the government to lead and direct the implementation of military and defense tasks; speed up the construction of works in the defense area; improve the efficiency and effectiveness of state management of defense; do a good job of grasping, assessing, forecasting the situation and coordinating to handle situations early and from afar, not to be passive and surprised. At the same time, it is necessary to closely combine the TĐQT movement with the patriotic emulation movement of the province; organize emulation movements to closely follow the political tasks of the unit and locality; actively participate in building new rural areas and civilized urban areas, and perform well the role of the core force in the movement to prevent natural disasters, epidemics, search and rescue, and protect people's lives and property.

In addition, Party committees and Party organizations in the provincial armed forces need to pay attention to and focus on Party building and rectification work so that each cadre and soldier is a shining example, a role model, a pioneer in studying and following Ho Chi Minh's ideology, morality and style, effectively implementing Regulation No. 144 of the Politburo on standards and revolutionary ethics of cadres and party members in the new period and Directive No. 34 of the Standing Committee of Lam Dong Provincial Party Committee on "Promoting the sense of responsibility, dynamism, creativity, daring to think, daring to do for the common interests of cadres and party members, determined to successfully complete the Resolution of the 11th Provincial Party Congress and the Resolution of the 13th National Party Congress"; determined to build the provincial armed forces with strong political will, ready to perform well all assigned tasks, compete to achieve the highest achievements, complete the goals and tasks of 2024, celebrate the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024).
