The Ministry of Public Security is seeking comments on the Draft Decree amending and supplementing Decree 69/2024 on electronic identification and authentication. It proposes adding a "social security account" on the VNeID application to serve online payments for pensions, insurance and other social security support.

According to the draft, in the near future, VNeID will be supplemented with a social security account management feature, allowing people to receive payments from state agencies directly via bank transfer.

This account will be a collection of information of agencies, organizations, and individuals, including bank accounts, e-wallets, telecommunication wallets, and other types of payment accounts, integrated on VNeID. The goal is to unify and make transparent the social security payment process, ensure safety, convenience, and minimize the risk of loss or delay during the implementation process.

The draft regulation stipulates that agencies and organizations assigned to pay support, pensions, insurance, etc. will have to connect to the national electronic identification and authentication system to transfer money via VNeID. This not only helps automate the beneficiary authentication process, but also ensures payment to the right person, on time and at the right amount according to regulations.

Currently, the country has more than 3.4 million people receiving monthly pensions and social insurance benefits. These payments are paid periodically at the beginning of the month through bank accounts or received directly at the payment point. For the elderly, the lonely, the sick, the sick, the post office will send them to their homes.

In the draft Decree amending and supplementing Decree 69/2024, the Ministry of Public Security proposed that agencies, organizations, enterprises and individuals are allowed to exploit and use electronic identities, information and documents integrated on VNeID when receiving and handling administrative procedures, performing civil and commercial transactions, providing public services, private services and other activities in social life, and are not allowed to request citizens to submit or present originals or copies of integrated documents and papers. The exploitation and use of electronic identities must keep electronic identification account information confidential and comply with the provisions of law on personal data protection.
