Salaries and bonuses in state-owned enterprises from June 15 will increase or decrease according to profits and labor productivity.

The Ministry of Home Affairs has just issued instructions on how to manage labor, wages, remuneration, and bonuses in state-owned enterprises from June 15.

Circular 003/2025 of the Ministry of Home Affairs on guidelines for labor management, wages, remuneration, and bonuses in state-owned enterprises will take effect from June 15.

Without profit or loss, the average salary is equal to the salary according to the regime.

The profit target to determine wages and profit margin is profit before corporate income tax.

In case an enterprise is established and operates not for profit, the total revenue minus total expenses after excluding objective impacts can be used.

The Circular notes that if objective factors directly affect the increase or decrease in labor productivity, profits, and profit margins, businesses must calculate and exclude them when determining wages and remuneration.

Calculation and exclusion must be quantified into specific figures according to the principle. Objective factors that increase labor productivity, profit, and profit margin must be deducted.

While objective factors that reduce labor productivity, profits, and profit margins are added to labor productivity, profits, and profit margins when determining wages and remuneration.

Regarding the salary scale, salary allowances, salary fund of employees and the executive board are determined according to methods such as determining the planned average salary.

For example, in the case of reduced labor productivity and increased profits, the wage fund should be reduced by no more than 80% of the reduction in labor productivity and by no more than 20% of the increase in profits.

If labor productivity increases and profits decrease, the wage fund increases but not more than 80% of the increase in labor productivity.

Enterprises with profits exceeding the plan, applying the principle of exceeding 1% of profit, will increase the salary fund by a maximum of 2%, but the salary increase must not exceed 20% of the profit exceeding the plan and must not exceed 2 months of average salary.

If the enterprise has no profit or loss, the average salary is equal to the salary according to the regime.

Armed forces salaries are calculated based on position, rank, grade, level...

Salary according to the regime determined on the salary in the labor contract (for employees), salary of the executive board (this salary does not exceed the average salary of board members) and additional salary for overtime and night work (according to the 2019 Labor Code).

For subjects belonging to the armed forces or key personnel such as officers, professional soldiers, police, defense workers, salaries are calculated according to position, rank, grade, allowance and other regulations.

The specific level is based on labor productivity, annual production and business results and legal sources of support.

Payment must ensure sufficient resources, and not affect the development of state capital.

The Ministry of Home Affairs suggests production and business indicators including total products (including conversion), total revenue, total costs (excluding salaries), labor productivity, profit before corporate income tax and profit after fulfilling obligations to the state and capital contributors.

Regarding the report on determining the previous year's implemented fund and the annual plan (for enterprises determining the salary fund through average salary), the Ministry of Home Affairs clearly divides the groups including employees and the executive board.

In which the executive board (according to the appointment system) includes the general director, director, deputy general directors or deputy directors and chief accountant.
