The film Village in the City opens with the scene of the people of Tan Xuan commune's life being disrupted by the new way of life. Previously, Men (Doan Quoc Dam) and Hieu (Duy Hung) changed their lives by bidding for a fish pond of the cooperative, but now they have lost their livelihood because the surface of the pond was reclaimed to carry out a construction project.

Not wanting this to happen, Men and Hieu tried to bribe the project supervisor but were unsuccessful.
