Waiting for someone
Ms. Ngo Pham Tran - consultant of Foxlink Electronics Group said that although cooperation agreements have been signed with most universities and colleges in Da Nang City and neighboring provinces, the number of skilled workers and engineers recruited has not met the demand.
Foxlink Group currently has about 1,000 employees in Da Nang. This unit needs to recruit several thousand more people, especially assembly line workers. Although it has participated in job fairs and posted recruitment widely, the company has not yet recruited enough.
The shortage of unskilled labor also occurs at Daiwa Vietnam Co., Ltd. (Hoa Khanh Industrial Park, Da Nang). According to Mr. Nguyen Van Phu - Director of the Company, although the company has more than 3,500 workers, it still has difficulty recruiting, especially unskilled labor.
“Compared to the past, recruiting unskilled workers has encountered many difficulties. Orders have increased but human resources have not kept up due to insufficient recruitment. In addition, there is a trend of workers from neighboring localities such as Quang Nam and Quang Ngai returning to their hometowns to work,” said Mr. Phu.
It is known that in 2024, Daiwa Vietnam plans to increase productivity by 30%, recruitment needs increase by 300 people but in 6 months it is not enough to recruit. Highly qualified people such as graduates from University of Science and Technology, Economics are recruited quickly but unskilled workers are hard to find.
Enterprises have applied many forms, from proactive recruitment to cooperation with external units, using social networking sites to post information but have not completely solved the human resource problem. According to the survey, the unemployed labor force in Da Nang is currently concentrated in the service and tourism industries. Meanwhile, the recruitment needs of enterprises are mainly for unskilled labor, focusing on industries such as sales, textiles, security, etc.

Imbalance of labor structure
The structure of trained employed labor in Da Nang is considered unbalanced. According to the standard model in developed countries, the reasonable structure between high-level - intermediate-level - elementary-level labor and non-technical labor is 1/4/10 or 1/4/20. However, currently, this ratio in Da Nang is 1/0.5/0.4.
This imbalance leads to the fact that, while there is a large number of unemployed trained workers, businesses are still unable to recruit suitable workers. According to the calculation data from the annual LFS survey results of the General Statistics Office (formerly), the demand for human resources with "elementary" qualifications in Da Nang has not been fully met by the supply (training) side.
Specifically, the human resources with university degrees or higher in Da Nang were relatively sufficient in the period 2003 - 2008 and exceeded the actual needs of the economy in the period from 2009 to present, the surplus level of this level is increasing. At the same time, the scarcity of intermediate/elementary labor with high skills or good working ability is a difficulty for many businesses in the area.
One of the reasons why businesses are thirsty for unskilled workers is the disruption in the vocational training system. Starting from the period 2015 - 2020, vocational secondary schools in Da Nang had difficulty recruiting students. Some schools had no students so they had to stop operating such as: Da Nang Technical and Technology Vocational Secondary School, Central Technical and Economic School, Viet A Secondary School...
Some other secondary schools invested to upgrade to colleges; the rest operated at a low level, with some periods of temporary closure. For example, Duc Minh Economic - Technical Secondary School was established in 1999. During the period 1999 - 2009, the school operated quite actively in both secondary and primary levels with a spacious 4-storey building, with a total construction area of over 2,500m2. However, currently, this facility takes advantage of the hall and 4 classrooms to lease infrastructure to other facilities for business activities.
A representative of Duc Minh College of Economics and Technology explained that due to difficulties in recruiting students, in 2014, the school stopped recruiting students because "the more they worked, the more they lost money", and the revenue was not enough to cover expenses. From 2014 to 2018, the 5-storey classroom building was closed, many items were degraded due to not being used for a long time. In 2018, the school reinvested about 2 billion VND to renovate facilities, reopening some primary majors with 3-6 month training according to the requirements of businesses, focusing mainly on areas related to the tourism industry.
Mr. Pham Dinh Kha - Head of Secondary Education and Continuing Education Department, Da Nang Department of Education and Training said that the technical high school model will contribute to both streamlining after secondary school and solving the current problem of the gap in training primary and intermediate level workers. However, to attract students to study, there needs to be a connection between schools and businesses in training and recruitment to ensure job creation.
