How do you evaluate the current situation of trading and production of counterfeit goods in Hue City?
First of all, it must be made clear that the production and trade of counterfeit goods is not a new phenomenon, but it is extremely complicated. In Hue City, we have not recorded any large-scale incidents or dangerous “gangs”, but small-scale violations still exist. From clothes, handbags, glasses to cosmetics… counterfeit branded goods still infiltrate markets and small shops.
What is more worrying is the shift of violations to cyberspace. Subjects are increasingly taking advantage of e-commerce, delivery by post, using anonymous accounts to trade in goods of unknown origin and counterfeit goods. The storage place is disguised as a private home, the delivery place can be a sidewalk, a coffee shop, making detection and handling extremely difficult.
Another problem is the unintentional “compliance” of consumers. Some people, even though they know that the goods are fake, still choose to buy them because of their foreign and cheap mentality. That is a big challenge for the management force.
What has Hue City done to implement the Prime Minister 's Official Dispatch No. 65 dated May 15, 2025 on anti-counterfeiting, sir?
Hue City has implemented many synchronous solutions. In terms of institutions, we issued Decision 1436, dated May 20, 2025, on the establishment of a special working group headed by the Chairman of the City People's Committee, along with interdisciplinary inspection teams.
Three specialized inspection teams have been assigned to the areas, focusing on groups of goods that are easily counterfeited, especially food, milk, and medicine. During the first peak week, dozens of establishments were suddenly inspected. Initial results show that we have discovered a number of serious violations such as storing counterfeit goods and trading in firecrackers, some of which have been prosecuted.
Our point of view is very clear: No forbidden areas, no exceptions, handle one case to alert the whole industry, the whole area. At the same time, publicize information so that people know, so that legitimate businesses are protected.
But in the digital age, violations are often not in the “market” but on the “internet”. How does the city handle this problem, sir?
We are living in an era where anyone with just a smartphone can open a “store” on social networks. There are all kinds of goods on there, with no control over origin or quality. Verifying seller information is also not easy. This is a new challenge that the city is paying special attention to.
Currently, the city is actively coordinating with the police and information and communication sectors to build a database to monitor e-commerce. Every online store and every sales fanpage will be under the “radar” of the authorities.
Along with that, the city has stepped up propaganda, not only through the media and press, but also through social networks, consumer groups, broadcasting warning clips, and organizing seminars for online sellers about legal regulations. Because we understand that we cannot just handle violations, but need to prevent them from the root.
In the coming time, what breakthrough solutions will the city focus on to improve the effectiveness of anti-counterfeiting?
There are four groups of solutions that the city will promote, which are:
First, mobilize the entire political system. This fight is not just for the industry and trade sector or the police, but also requires the participation of Party committees, authorities, the Fatherland Front, unions, the press and above all, the people. People are not only the objects of protection, but also the subjects of discovery and denunciation.
Second, increase propaganda but not for show. We will move from “talking for the sake of it” to “talking to change”. Launch a massive communication campaign, organize signing of commitments not to trade in counterfeit goods in each market and ward; popularize ways to distinguish genuine and counterfeit goods, and signs to identify safe products.
Third, tighten inspection and handling in cyberspace. Every online establishment that violates will be handled strictly as in real life, including administrative fines, revocation of business licenses, and requests to remove the platform.
Fourth, anti-counterfeiting work must be linked to administrative reform and digital transformation. All businesses must provide transparent information and traceability. Each functional force must also share data - avoiding overlap and omission.
In this context, what message do you want to send to people and businesses?
I just want to say briefly: Every consumer is a soldier in the fight against counterfeit goods.
Legitimate businesses need to stand on the side of the law, not assist in fraud, and not import goods of unknown origin. People need to consume responsibly, not trading their health for cheapness. Choose genuine, certified, branded, and warranted goods. Your choice will determine the existence or end of counterfeit goods.
