Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc has just signed Decision No. 5614/QD-UBND recognizing District 5 as having completed the goal of having no poor or near-poor households according to the City's multidimensional poverty standards for the 2021-2025 period.

Accordingly, the People's Committee of Ho Chi Minh City assigned the People's Committee of District 5 to continue to focus on directing and planning to support and care for households that have just escaped the near-poor household standard to organize production and business, stabilize their lives, and prevent them from falling back into poverty and creating new poor and near-poor households in the district.

At the same time, it is responsible for answering and resolving questions and complaints from poor households, near-poor households and households in the district about the results of information surveys, comments and recognition of the results of the ward's completion of the goal of no more poor households and near-poor households according to the City's multidimensional poverty standards for the period 2021-2025.

Specifically, the Health dimension includes two indicators of nutritional deficiencies and Social Insurance. Accordingly, households with at least one child under 16 years old are malnourished in height for age or malnourished in weight for age; Households with at least one person aged 6 years or older currently do not have health insurance.

The Education and Training dimension includes two indicators of educational and training shortages of adults aged 16 to 30 and School attendance of children. Accordingly, households with at least one person aged 16 to 30 who does not participate in training courses or does not have a degree or certificate of education and training compared to the corresponding age; Households with at least one child aged 3 to under 16 who does not attend the right level of education appropriate to their age include: children aged 3 to under 6 years old have access to preschool education, children aged 6 to under 12 years old have access to primary education; children aged 12 to under 16 years old have access to lower secondary education.

The Employment - Social Insurance dimension includes two indicators of the lack of access to employment and Social Insurance. Accordingly, households with at least 1 person without a job; or having a salaried job but without a labor contract; Households with a person of working age who is working and has income but does not participate in social insurance.

The Living Conditions dimension includes two indicators of housing shortage and safe water supply. Accordingly, households are living in houses/apartments that are not durable or the average housing area per capita of the household is less than 6m² (inner city) and less than 10m² (suburb); Households do not have access to safe water sources including tap water at home, or tap water supplied at a centralized point.

Income dimension includes 2 indicators of income deficit and Dependents. Accordingly, households with average income of 36 million VND/person/year (3 million VND/person/month) or less; Households with a dependent ratio in the total population greater than 50%. Dependents include: children under 16 years old; elderly or disabled people receiving monthly social assistance policies.
