Steady poverty reduction in Yen Binh

From a poor rural area, Yen Binh commune is gradually improving thanks to the drastic participation of the Party Committee, the government and the consensus of the people in poverty reduction. Long concrete roads, new sturdy houses, effective farming and livestock models have been creating a new face for Yen Binh commune today.

The family of Ms. Ma Thi Diu, Phieng Duong village, used to be one of the long-term poor households in the commune. In previous years, the family only relied on a few fields and fields, living in poverty. In 2023, the commune government supported her with a breeding cow under the National Target Program for Sustainable Poverty Reduction, and she also received preferential loans from the Social Policy Bank to buy more breeding goats and buffaloes.

Not only did she receive financial support, she was also instructed by the commune agricultural extension officer on how to grow grass, compost food, prevent diseases, and cover the barn in winter so that the livestock could withstand the harsh climate of the highlands. Thanks to that, her family's livestock developed steadily, becoming the main source of income, helping life become more and more prosperous.

Not far from Ms. Ma Thi Diu's house, Ms. Ma Thi Cam's family also received support from the commune for breeding cows, preferential loans and guidance on raising cattle. After a few years, the herd of cows has multiplied. Stories like Ms. Diu's and Ms. Cam's show that the poverty reduction policy has reached the right target, arousing the spirit of self-reliance in each family, an important factor helping people proactively rise up. Not only stopping at supporting livelihoods, the Party Committee and Yen Binh commune consider poverty reduction a key political task, implemented synchronously and with specific plans.

Mr. Luong Nhu Quang, Vice Chairman of Yen Binh Commune People's Committee, said: Immediately after the two-level government came into operation, the commune completed the Poverty Reduction Steering Committee, assigned officials to be in charge of each village, and issued specific operating regulations. The review teams have the participation of the Fatherland Front and mass organizations, ensuring publicity and transparency.

Currently, Yen Binh commune has 20 poor household screening teams in the villages, regularly monitoring people's living conditions to promptly implement policies. Policy credit capital reaches more than 94 billion VND, most of which is for poor, near-poor and newly escaped-poverty households to invest in production. By 2025, the commune aims to reduce 81 poor households, equivalent to 5.23% of the total number of poor households in the commune.

To realize this goal, the commune has flexibly implemented support programs and projects, suitable to the conditions of each village. The commune has effectively utilized resources from three national target programs, linking infrastructure development with ensuring sustainable livelihoods for the people.

In particular, the project to diversify livelihoods and develop a poverty reduction model with a total capital of 925 million VND is proving effective, helping people expand livestock and crop farming, increasing income. In addition, the policy of supporting housing for poor and near-poor households is also focused.

The 1,000-house project of the Ministry of Public Security has helped 20 households in the area stabilize their housing; the program of eliminating temporary houses, repairing and building new houses continues to be accelerated, many households have more solid and safe houses, contributing to significantly improving the living conditions of people in the highlands. Another highlight is the promotion of the National Target Program on New Rural Development as a foundation to improve people's lives.

Up to now, the commune has completed 11/19 criteria, including commercial infrastructure, education, health, culture, national defense and security. The integration of capital sources between programs has been effectively implemented; in which, the new rural program has achieved a disbursement rate of nearly 68%, poverty reduction programs and development of ethnic minority and mountainous areas have also made positive progress, contributing to changing the face of the countryside and improving the quality of people's lives.

The results achieved clearly reflect the change in thinking and actions of the people of Yen Binh commune, which is not to wait or rely on but to know how to take advantage of policies and proactively strive to improve.
