Continuous heavy rain for many hours has caused the Gianh River, Thach Han River, Kien Giang River... in Quang Tri province to rise. In many places, the water has deeply flooded, cutting off residential areas. On National Highway 1A and many provincial and inter-commune roads, there have been a series of flooded spots from 30cm to more than 1m deep.

In the flood-prone area of Le Thuy commune alone, 404 houses have been flooded so far. Concentrated in the villages of Mai Ha, Phu Tho , Tan Le, Thuong Phong... The Le Thuy commune police force has urgently assigned officers and soldiers to guard at flooded areas to ensure the safety of people and vehicles. At the same time, warnings have been issued to keep people informed.
On the afternoon of October 3, according to the reporter's records, in Kim Ngan commune, Quang Tri province, the floodwater rose so high that the road through Con Cung village was submerged about 80 cm; the An Bai village underpass was submerged 1 m; the Tan Ly village underpass, Xa Khia village underpass and Bach Dan village underpass were submerged 40 cm; underpass 23 and underpass 25 on National Highway 9C were submerged 40-50 cm, making it impossible for people and vehicles to pass. In particular, National Highway 9C section Km29+100 suffered a serious landslide, more than 1,000 m³ of rock and soil buried the road surface, traffic on the route was temporarily completely cut off.

In La Lay commune, in A Bung village, many roads were deeply flooded, dozens of landslides isolated the local people. La Lay commune police coordinated with relevant units to place warning signs and barricades around areas at risk of landslides to warn people and vehicles not to pass. At the same time, forces and vehicles were ready to assist people to get to safety.
According to the Quang Tri Provincial Civil Defense Command, the province has 104 flooded areas, of which 8 are located on national highways and provincial roads; 96 are at overflow culverts, inter-commune and inter-village roads in mountainous areas. The whole province of Quang Tri has more than 3,695 households (more than 11,500 people) flooded in the communes of Quang Trach, Bac Gianh, Ninh Chau, Le Thuy, Nam Hai Lang, Vinh Dinh, My Thuy, Trung Thuan and Quang Tri ward. The floods also caused 44 landslides, concentrated in mountainous communes such as Dakrong, Huong Hiep, Ta Rut, Dan Hoa, Tuyen Lam, Phong Nha...

To ensure the safety of students and teachers, the Department of Education and Training of Quang Tri province has issued an official dispatch requesting heads of units and schools to closely monitor developments of heavy rains, floods, flash floods, landslides and other dangerous weather patterns to promptly inform and warn teachers, students and parents to proactively prevent and minimize damage. At the same time, proactively coordinate closely with local authorities and forces to promptly organize the evacuation of students, officials, teachers and staff to safe places before heavy rains and floods occur. Ensure absolute safety of people; minimize damage to property, teaching equipment and school facilities.
On October 3, Quang Tri Provincial Police assigned working groups to go directly to key areas and households at risk of being affected to grasp the situation and prepare forces and means to evacuate households from flooded areas when requested.
Quang Tri Police strictly implemented the direction of the Ministry of Public Security and the People's Committee of Quang Tri province, grasped the actual situation in the locality to prepare forces and means to be ready to deploy flood response plans to protect the lives and property of the people in the area. The Board of Directors of Quang Tri Provincial Police held a meeting to discuss and agree on the direction of assigning specific tasks, assigning responsibilities to each leader and officer in charge of the area, ensuring clear people, clear work, clear responsibilities, and not leaving areas vacant in the work of flood prevention and control.

Police leaders of units and localities must go directly to the field, closely follow the grassroots to closely direct flood prevention and control work with local authorities and people. It is required to absolutely ensure the safety of life, health, and property of the people, forces performing flood prevention and control tasks, rescue, and the safety of headquarters, detention facilities, documents, and working equipment of the People's Police force.
Major General Nguyen Thanh Liem, Director of Quang Tri Provincial Police, requested the police of units and localities in the area to urgently deploy flood prevention plans. Strengthen close coordination with Party committees, authorities, departments, and organizations, and synchronously deploy measures to ensure security and order in key areas, especially vulnerable areas, deep floods, landslides, remote and isolated areas. At the same time, pay attention to doing a good job of propaganda and mobilizing people to proactively prevent and avoid being subjective and negligent in the face of complicated developments of floods.

To effectively respond to storms and floods, Quang Tri Provincial Police are closely coordinating with various forces, maintaining a 24/7 duty regime to be ready to respond immediately when an emergency situation arises; mobilizing officers and soldiers to coordinate with the Quang Tri Provincial Military Command to establish a shock force ready to be present in key areas to respond to floods and storms when ordered.
