The maximum average retail electricity price is 2,444.09 VND/kWh

The minimum average retail electricity price is VND 1,826.22/kWh. The maximum average retail electricity price is VND 2,444.09/kWh.

This Decision stipulates the price framework of the average retail electricity price as prescribed in Point b, Clause 3, Article 50 of the Electricity Law No. 61/2024/QH15. This Decision applies to agencies, organizations and individuals participating in electricity activities and using electricity.

According to the Decision, the price range of average retail electricity price (excluding value added tax) is as follows:

The minimum average retail electricity price is VND 1,826.22/kWh;

The maximum average retail electricity price is VND 2,444.09/kWh.

When there are major fluctuations in the parameters for calculating the price framework, electricity production and business costs, and requirements for allocating costs not included in the average retail electricity price, the Ministry of Industry and Trade is responsible for calculating and adjusting the price framework of the average retail electricity price, and submitting it to the Prime Minister for consideration and decision.

This Decision comes into force from the date of signing and promulgation (March 31, 2025).

Decision No. 02/2023/QD-TTg dated February 3, 2023 of the Prime Minister on the price framework of average retail electricity price ceases to be effective from the effective date of this Decision.
