"Obviously, we have changed the guidance and instructed them how to use them to attack specific targets. Right now, Ukrainian soldiers can use ATACMS to defend themselves when necessary," US National Security Council (NSC) spokesman John Kirby emphasized.
Asked about the ATACMS missile strikes deep into Russian territory, John Kirby added that "nothing has changed" about the use of missiles.

On November 17, the New York Times reported that President Joe Biden allowed Ukraine to use ATACMS tactical ballistic missiles provided by the US to attack inside Russian territory.
EU's top diplomat Josep Borrell confirmed that the US administration has lifted restrictions on the use of US-supplied missiles to strike Russian territory at ranges of up to 300 km. Josep Borrell noted that the issue was discussed at the EU Foreign Ministers' meeting, but no consensus was reached on lifting the restrictions and each member state will decide for itself.
Russian President Vladimir Putin has said Ukraine cannot attack deep into Russian territory without Western support, as it needs satellite intelligence to do so.
On November 21, Mr. Vladimir Putin said that the US and its NATO allies announced that they would allow Ukraine to use long-range weapons to attack inside Russia, causing US and British missiles to attack many Russian military facilities in the Kursk and Bryansk regions.
The Russian leader noted that Moscow responded to these attacks by firing Russia’s latest Oreshnik hypersonic intermediate-range ballistic missile with a non-nuclear warhead at Ukraine’s defense industrial base, the Yuzhmash plant in Dnipro. The West’s provocative policies could have catastrophic consequences if they continue to escalate the conflict.
