In 2024, the Department of Construction advised the Provincial People's Committee to approve the organization of the adjustment of 2 out of 7 planning schemes (adjustment of the regional construction planning for Cang Long district and adjustment of the regional construction planning for Chau Thanh district); and the adjustment and creation of 7 out of 13 urban planning schemes.
Urban zoning plans for the expanded Tra Vinh city, Tieu Can district, and Duyen Hai town. Planning for functional areas: adjustment of the general construction plan for the Dinh An Economic Zone; overall adjustment of the detailed planning for the Cau Quan Industrial Park (scale 1/2,000); detailed planning for the Ao Ba Om Cultural and Tourism Resort area in Tra Vinh province (scale 1/500); detailed construction planning for Zone I - Tra Vinh University (scale 1/500).
Comrade Le Minh Tan, Director of the Department of Construction, provided information on the issues that the various departments and divisions of the unit explained at the conference.
Rural planning: provided input on tasks and detailed planning projects for rural residential areas and detailed planning for commune centers (over 20 communes) in the district, ensuring the implementation of the criteria for new rural communes and advanced new rural communes in Tra Vinh province during the 2021-2025 period.
In addition, the Department of Construction also guided localities to complete the following programs: urban development of Duyen Hai town by 2030; urban development of Tieu Can by 2030; urban development of Cang Long by 2030; urban development of Tan An, Cang Long district. It also ensured effective management and development of housing; management and use of state-owned housing… By 2024, the urbanization rate reached 33% (the target in the Resolution for 2024 was 31.48%; the target for the 2020-2025 period was 33%).
Regarding construction management, 111 dossiers were reviewed (85 completed). Construction inspection: 35 construction projects and project components were inspected and accepted. 213 dossiers were processed for granting construction activity capacity certificates to enterprises; 299 dossiers were processed for granting professional practice certificates to individuals practicing construction; 258 dossiers were examined for individuals applying for construction practice; and 3 certificates of eligibility for operating specialized construction laboratories were issued. In 2024, 3 administrative penalty decisions were issued for violations in construction activities, totaling 130 million VND.
Comrade Nguyen Huu Nghia, Head of the Economic and Infrastructure Department of Chau Thanh District, raised concerns about the difficulties arising from the large number of applications in processing and confirming planning for households in the adjacent communes located in the area being expanded into Tra Vinh City.
At the conference, leaders from Duyen Hai, Chau Thanh, Tieu Can, Tra Cu districts and Duyen Hai town... raised concerns about difficulties faced by businesses investing in and developing swiftlet farming, including overlapping licensing between the Department of Agriculture and Rural Development and the Department of Construction; and the large volume of work currently handled by specialized units in processing applications from residents in areas designated for the establishment of wards.
Adjusting the planning for Tra Cu and Dinh An towns is facing difficulties and obstacles due to the merger and adjustment of administrative boundaries (2025-2030); coordination in planning implementation is challenging between the Land Registration Office, the Department of Natural Resources and Environment, and the Department of Economy and Infrastructure regarding the provision of maps and planning information. By 2025, the goal is to achieve an urbanization rate of 37.46%; and maintain the rate of urban households with access to clean and hygienic water at 99.5%.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Trung Hoang directed: promptly advise competent authorities to amend, supplement, or replace legal documents and individual documents to ensure compliance with current regulations. Develop and finalize the Job Position Scheme for the Department and its affiliated units, submit it to the competent authority for approval in accordance with regulations, and coordinate with the Department of Internal Affairs to transfer personnel and staff of the Department of Construction after the Provincial People's Council Resolution is issued.

Urgently finalize the dossier for the proposal to recognize Tra Vinh City (expanded), Tra Vinh province as meeting the criteria of a type II urban area, and the area planned for the establishment of Nguyet Hoa Ward, expansion of Ward 8, and expansion of Ward 9 within Tra Vinh City (expanded), based on the feedback from the Urban Development Department's working group. Report to the Provincial People's Committee for submission to the Ministry of Construction before the Lunar New Year 2025.
The goal is to achieve a 95% rate of solid and semi-solid housing in the province by 2025; a 99% rate of solid and semi-solid housing by 2030; and to eliminate all temporary and dilapidated houses.
