This is a meaningful school year, playing an important role in the roadmap for general education innovation, focusing on implementing the 2018 General Education Program. In particular, in addition to continuing to review and implement the classes that have implemented the new program, this school year focuses on implementing the new program with grades 4, 8, 11 and preparing conditions for implementing the final classes of grades 5, 9, 12 (including the work of compiling textbooks, appraisal, and preparing conditions for publication).

Empowering teachers to be proactive and creative

Minister Kim Son said that although there are still many difficulties in terms of remuneration, low salary, limited teaching and working conditions and equipment, and significant challenges posed by the requirements of innovation, especially the great impact of the epidemic in the recent past, the teaching force - the most important resource of the industry and the innovation process - has constantly strived, worked hard, and bravely faced difficulties and challenges to implement innovation...

In the new school year, the Ministry of Education and Training will have many proposals to adjust important policies on teachers.

"For the teaching force, I think that the level of innovation achieved by teachers is the level of innovation achieved in education. One of the difficulties lies in the fact that old ways of doing things have been shaped and deeply ingrained in teaching habits; not all teachers are willing to innovate themselves to adapt to the new work that needs to be done according to the requirements of innovation," said Mr. Kim Son.

The head of the education and training sector said: "To overcome this, we need great efforts, determination, and sharing from the teaching staff. On the part of the Ministry of Education and Training, we are doing a lot to encourage and support teachers, trying to ensure that "no one is left behind" so that teachers have more motivation and support for innovation."

This innovation gives teachers a lot of initiative and creativity. Typical examples include choosing teaching methods, testing, evaluating, choosing learning materials... to educate in the direction of promoting students' individual abilities more; changing the role of teachers from the main subject of imparting knowledge to the role of organizers, guides, orienters, and supporters for students. To do this, teachers' abilities must be innovated and greatly improved.

Proposal to temporarily recruit teachers according to old standards

Minister Kim Son also proposed a series of solutions to overcome difficulties in staffing in the coming time. Specifically, the Ministry of Education and Training will proactively overcome professional issues so that teachers feel more supported and facilitated in their work, reducing stress and pressure.

The Ministry of Education and Training has made adjustments to the training of teacher training colleges to provide more sources of teacher recruitment for localities. In addition, the Ministry is also studying and proposing adjustments to Decree 116 on teacher training related to teacher training, in order to remove obstacles related to the local ordering mechanism as well as support living expenses for teacher training students. The revised Decree 116 is expected to be completed this year and is expected to expand the source of teacher recruitment.

Notably, Mr. Nguyen Kim Son informed: "The Ministry of Education and Training is completing procedures to submit to the National Assembly for temporary permission to recruit teachers according to the standards of the old Education Law. It can be temporarily used, setting a requirement that by 2030, teachers must meet the standards. This is also considered a temporary measure to have a flexible source of teachers in teaching IT and foreign languages.

"At the same time, the Ministry of Education and Training is coordinating with the Ministry of Home Affairs to consult with other ministries and sectors to submit to the Government a proposal to increase preferential allowances for preschool and primary school teachers; recommending that localities not mechanically reduce staffing levels, creating more difficulties for the education sector. The policy of streamlining staffing levels directed by the Politburo and the Secretariat is correct, however, it should be implemented in the direction of reducing the number of people receiving salaries from the budget. Localities need to pay attention to regulating and limiting the reduction of staffing levels in the education sector," said the Minister of Education and Training.

In the policies of national target programs as well as other project programs, the education sector strengthens the consolidation of schools, takes care of building public housing for teachers, especially in schools, remote areas, and difficult areas.

Increase preferential allowance

Minister Nguyen Kim Son spent a lot of time sharing about the regime and policies for preschool teachers. According to him, in addition to salary, there are also preferential allowances, seniority allowances, and allowances when transferring jobs for teachers in remote, isolated, and disadvantaged areas... but the work of preschool teachers is hard and tiring. Basically, the total income of preschool teachers is still low, not commensurate with the work that preschool teachers put in, especially for teachers in disadvantaged areas.

The head of the education and training sector said: "Initially, the Ministry of Education and Training and the Ministry of Home Affairs have reached an agreement, planning to increase the preferential allowance for preschool teachers by 10% and for primary school teachers by 5%. The remaining issue is to reach an agreement with the Ministry of Finance, report to the Government and ministries and sectors."

Mr. Kim Son also pointed out that the current working hours of preschool teachers are longer than the prescribed time, because children come early and leave late according to their parents' working hours. This is also one of the reasons that creates pressure for preschool teachers. The Ministry of Education and Training will continue to consider and pay attention to the remuneration for the long working hours of preschool teachers.

Regarding the retirement age of preschool teachers, Mr. Kim Son said: "Currently, the Government is adjusting the Social Insurance Law and in its comments on the draft law, the Ministry of Education and Training has officially proposed to include preschool teachers in the group of heavy and hazardous workers. Preschool teachers need to have a retirement regime in the group of heavy workers, women should still be at the age of 55 but with guaranteed income and regime so that there is no disadvantage".
