On April 24, at the headquarters of the Party Central Office, comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee, Head of the Central Steering Committee on payroll management, chaired the Steering Committee meeting (3rd session).
At the conference, the Steering Committee listened to a report on the results of the political system's payroll management from January 2022 to present; focused on discussing and evaluating the achievements and limitations, shortcomings, and at the same time identified a number of key tasks in payroll management until 2026.
Based on the summary of the implementation of Resolution No. 39-NQ/TW of the 11th Politburo on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees; summarizing the payroll management for the period 2016 - 2021, the Central Steering Committee and the Central Organizing Committee advised the Politburo to issue documents on payroll management and decisions on payroll for the period 2022 - 2026 in the political system.
The Steering Committee held an online conference to disseminate the conclusions and decisions of the Politburo to Party committees at all levels, Party organizations, agencies and units under the Central Committee.

Agencies with authority to manage payroll have focused on directing and guiding the implementation of Politburo documents on payroll management; implementing payroll allocation for the 2022-2026 period to each agency, unit, and locality according to their authority, ensuring requirements. Along with the allocation of payroll for the 2022-2026 period, the Central Organization Committee, the Party Committee of the Supreme People's Court , the Party Committee of the State Audit, ministries and branches carry out annual payroll allocation for each agency, organization, and locality under their management.
Agencies, units and localities have directed the dissemination of the Politburo's documents on payroll management to cadres, civil servants and public employees; developed annual payroll management and usage plans and for the 2022-2026 period; specifically determined the roadmap, goals, tasks and solutions to streamline payroll by the end of 2026; reviewed and perfected functions, tasks, organizational structure and job position lists.
Inspection and supervision of payroll management have been initially carried out, focusing on appraisal before assigning payroll to ensure strictness and compliance with principles.
The work of payroll management ensures the Party's leadership in leading, directing, thoroughly grasping and concretizing the Party's policies and regulations and the State's laws on payroll management; organizing serious and methodical implementation; continuing to raise awareness and responsibility, creating consensus and unity in organization and implementation.
The work of staff management continues to be innovated, achieving positive results, enhancing the role and responsibility of agencies assigned with the authority to manage staff, increasing decentralization, creating initiative for localities, agencies and units; ending the assignment of staff exceeding the number and not in accordance with authority.
Localities, agencies, units and organizations directly using the payroll have seriously complied with the policies and regulations of the Party and the State; proactively implemented payroll streamlining in conjunction with reviewing and perfecting functions, tasks and job positions; reorganized the apparatus, restructured the staff, civil servants and public employees, and effectively used the assigned payroll. By December 31, 2023, the entire political system had issued 2,526 lists of job positions.
To continue to strictly implement the Politburo's policies and regulations and improve the effectiveness of payroll management by 2026, the Steering Committee unanimously requested agencies, units, and localities to focus on performing well a number of key tasks.
Accordingly, strengthen leadership, direction, strict management, effectively use assigned staff, proactively develop plans and roadmaps for streamlining staff, ensuring that by the end of 2026, the number of staff in the political system will be at most equal to the number assigned by the Politburo.
Agencies, units and localities complete the construction of job positions associated with restructuring and improving the quality of cadres, civil servants and public employees according to job positions, as a basis for assigning payroll in the next phase; advise the Politburo to amend and supplement a number of contents in regulations and decisions on assigning and managing payroll to meet requirements and tasks in the new situation.
At the same time, units and localities lead, direct, and advise on reviewing, specifying, amending, and supplementing a number of contents in legal documents in line with the Party's policies; and strengthen guidance, inspection, supervision, and handling of violations.
