Raising awareness of the whole society about promoting learning, promoting talents, and building a learning society

This is an activity to practically celebrate the 15th anniversary of “Vietnam Education Promotion Day”; respond to and actively carry out the emulation movement launched by the Prime Minister; implement “Education Promotion Month”, “Lifelong Learning Response Week” and encourage all classes of people and social organizations to actively participate in the work of promoting education, talent, and building a learning society.

Comrade Le Manh Hung, Vice President and General Secretary of the Central Committee of the Vietnam Association for Promoting Education: Creating a strong change in people's awareness of promoting education and talents

On September 16, 2008, the Prime Minister signed Decision No. 1277/QD-TTg to designate October 2 every year as “Vietnam Education Promotion Day”. Over the past years, along with the country’s innovation, the work of promoting education and talents has undergone many innovations and achieved many remarkable results. The first result is that the Associations for Promoting Education at all levels have coordinated with the Central Propaganda Department to advise the Party, the Government, and then the Party committees and authorities at all levels in directing and leading the work of promoting education and talents, and building a learning society. This is a very big change.

Second, innovate and improve the quality of information and propaganda work with diverse content and forms, contributing to raising social awareness of the work of promoting learning, promoting talents, and building a learning society.

Third, the work of developing the association organization and members has received much attention in the last term. According to the report of the provincial and municipal associations for the promotion of education, up to now, the number of members of the association for the promotion of education nationwide has reached over 26 million people, accounting for nearly 28% of the population. Meanwhile, the target for the number of members by 2026 is 25% of the population, which has exceeded the target by more than 2 years. This is a very great achievement.

The activities of the Association for the Promotion of Education are not only limited to the grassroots level but also in the armed forces, in state agencies, and in enterprises. They have been deployed in recent times, especially in the last two terms, more strongly and decisively.

Fourth, the emulation movement to build learning models, learning families, clans, learning communities, and learning units. Therefore, many new examples and factors have emerged, many exemplary learning families and clans, the learning encouragement movement has taken root and spread to the grassroots, the community, even within clans and families. This is a great achievement to contribute to the better development of our education index.

Fifthly, it is necessary to coordinate with all levels and sectors from the central to the grassroots level. All levels of the association regularly pay attention to coordinating with vertical sectors in particular. The central association coordinates with 14 central departments, ministries and sectors to create a synchronous and effective social work force in education, mobilizing all forces to participate.

Sixth, the Education Promotion Fund and Talent Promotion Fund of the Association at all levels have developed strongly from the Central to the grassroots level in accordance with the principles, purposes, and effective management. It can be said that supporting those in especially difficult circumstances, honoring those who overcome difficulties to study well, honoring students in remote areas, teachers who strive to maintain teaching... have contributed positively to supporting educational work inside and outside the school. It can be affirmed that the Education Promotion Association from the Central to the local level has not made any mistakes in using the Fund, which has created trust in society.

Seventh, promote scientific research activities, seminars, discussions, and experience exchange on the work of promoting learning and talent, thereby proposing practical and timely solutions in the work of promoting learning. Therefore, the policies proposed on education, on promoting learning and talent are all evaluated from the summary of practice. On that basis, there are solutions proposed to the Secretariat and the Prime Minister to issue Decision on Program 677.

Eighth, the inspection and evaluation work has always been directed by the Vietnam Association for Promoting Education with focus and key points. Therefore, many typical examples and new factors have been summarized and commended promptly. These are 8 highlights in the work of promoting education in the past term.

Prof. Dr. Pham Tat Dong, Advisor to the Vietnam Association for Promoting Education: Recognizing people who achieve the title of "Learning Citizen" must add digital skills

"Encouraging learning and talent" is understood as activities that encourage people of all ages to study regularly and learn throughout their lives to gain new knowledge and form new skills to help them work more effectively and live a more civilized and happier life. Many people think that education promotion activities are just about mobilizing rewards, gifts, and scholarships to give to students. But that is only a part of the activity, not the goal of education promotion and talent promotion.

The goal of promoting learning and talent is to promote the building of our whole country into a learning society, that is, a society where everyone wants to learn and must learn, from children to adults, in all professions, backgrounds, conditions, ethnicities, genders, etc. In other words, "building the whole country into a learning society" is the main goal, and "promoting learning and talent" is the means to achieve that goal.

Because knowledge is endless, especially in the context of today's society that changes every hour, every minute, there is still a lot of knowledge and skills that adults cannot fully grasp. And to adapt and develop in the modern environment, adults are required to learn. In the factory, there are new machines and equipment, completely new technology, if they do not learn, the worker will be eliminated. Or like today's trading is also online trading via mobile phones, then payment by bank account, if they do not learn, that person's revenue will not improve, even decrease. Or even entertainment by phone, computer, smart TV... All require every citizen to learn, learn for life.

With the development of e-learning and online learning in society, the method of learning anytime, anywhere is applied. Learning at home is also implemented as a necessary way of learning for anyone who plans to learn throughout life. Therefore, bringing learning to the family is a positive learning trend in the digital transformation period.

In the context of the Industrial Revolution 4.0 promoting the automation of production and a series of activities in services and business by introducing artificial intelligence technologies, the Internet of Things, 3D Robots, etc., at the same time, the national digital transformation program is increasing the pressure on the formation and development of digital capabilities in all people in society. Therefore, the set of criteria for evaluating and recognizing people who achieve the title of "Learning Citizen" must include additional digital skills.

Comrade Vuong Van Viet, Chairman of Thanh Hoa Province's Association for the Promotion of Education: Promoting learning and talent development is not just for the education sector.

Under the leadership of the Party, the Party Committee and the Thanh Hoa provincial government pay great attention to the education of children. Therefore, Thanh Hoa is a bright spot in the work of promoting education from the province to the district to the grassroots. The number of members in Thanh Hoa has developed in both breadth and depth, that is, covering all levels of the association from the province down to the branches. Even for the armed forces, or colleges and universities in Thanh Hoa, there are resolutions and directives to soon establish association organizations here.

Up to now, Thanh Hoa province has over 1 million members, reaching 28.3% of the province's population, higher than the national rate. Of which, the number of members who are party members is over 212 thousand people, accounting for over 20% of the total number of members, accounting for 90% of the total number of party members in the province. We are always aware that "party members go first, the country follows", so there must be a party member factor in accordance with Conclusion 49 of the 12th Party Central Committee's Secretariat "Continue to implement Directive 11 of the 10th Party Central Committee on strengthening the Party's leadership in promoting learning, promoting talents, and building a learning society", thereby showing a clear increase in the quality of members.

Thanh Hoa Province's Association for the Promotion of Education focuses on promoting propaganda work, consulting and coordinating both in breadth and depth, organizing many forms of conveying resolutions, directives, and policies of the Party, the Government, and the Provincial People's Committee to the people, contributing to raising awareness in the work of promoting education and talents. Every year, Thanh Hoa Province's Association for the Promotion of Education organizes and launches a writing contest, editing into books examples of good people, good deeds in promoting education, talents, and building a typical society. Then, this document is distributed to the libraries of communes, wards, and towns. These are some of the tasks that propaganda work brings practical results.

In particular, the Thanh Hoa Provincial Association for Promotion of Education has signed a cooperation program with 32 units such as the Fatherland Front Committee, departments, organizations, and associations to carry out the work of promoting education, promoting talents, and building a learning society in the period 2011-2016; 2016-2021; 2021-2026; Every year, a conference is held to evaluate the cooperation program and deploy tasks for the new year. Thanks to that, we have changed the concept that promoting education, promoting talents, and building a learning society is not only the responsibility of the education sector and the Association for Promotion of Education, but it is the responsibility of the entire political system.

Regularly taking care of adult learning, achieving high results, actively contributing to improving people's knowledge, training and improving the quality of human resources, directly affecting the construction of new rural areas, contributing to the socio-economic development in the province. The 3-level Association has had many activities to encourage and support the regular learning of cadres, civil servants, public employees, workers and people, especially farmers, in many appropriate forms and methods; especially playing the core role in maintaining, consolidating and improving the quality and efficiency of the activities of Community Learning Centers. In 10 years (2013-2013), the Centers opened 216,515 classes, attracting more than 16 million learners.

This has become a grassroots educational institution - a school of the community, operating for the community, providing free regular learning opportunities for adults to learn whatever they need, creating conditions for people to learn for life and build a learning society from the grassroots. The scale, quality, efficiency of operation and management of the Centers are ranked among the leading provinces in the country.

The Provincial Association for Promotion of Education has been creative and constantly improved the quality and effectiveness of educational and training support activities in schools, contributing to maintaining scale, increasing favorable conditions, creating social justice and a healthy educational environment, improving the quality of comprehensive education and key education.

The associations at all levels have actively encouraged disabled students and students who dropped out of school to attend class, contributing to maintaining student numbers and preventing dropouts; organized and managed the study and training of students in residential areas, helped build study corners and managed student learning through loudspeakers, gongs, and drums encouraging learning in the early evenings.

Every year, the Provincial Association for Promotion of Education has awarded scholarships to tens of thousands of orphaned, disabled, and disadvantaged students from families with preferential policies, with scholarships ranging from 500,000 VND/person to 30 million VND/person, and awarded to students with high achievements in studying, training, exams, etc.;

Thanh Hoa Province's Education Promotion Association has attached importance to and actively promoted the establishment and development of the Education Promotion Fund to serve the tasks of promoting education, talents, lifelong learning and building a learning society. By 2022, the province's Education Promotion Fund will reach nearly 380 billion VND, with an average fund of over 100,000 VND/person, the highest in the country. There are 15 district Associations with a fund base of over 1 billion VND; there are over 35 commune Associations with a fund base of over 300 million VND;..

I believe that promoting the tradition of studiousness of Thanh Hoa homeland, with the achievements, the work of encouraging learning, encouraging talents, and building a collective society in Thanh Hoa province in the coming period will certainly develop more and more firmly./.
