A hot issue in the field of information and communication is the bad and toxic content on the cross-border platform Tiktok. Director of the Department of Radio, Television and Electronic Information (PT-TH-TTĐT) Le Quang Tu Do said that cross-border platforms, including Tiktok, have not implemented effective control measures for content that violates politics , opposes the Party and the State; content that is nonsense, toxic, and even dangerous to children... Meanwhile, there are no effective control measures to prevent business activities, trading, and advertising of counterfeit goods, fake goods, aphrodisiacs, functional foods of unknown origin... There are no effective control measures for copyrighted content. There are no management measures to allow users to arbitrarily use other people's private and personal images to spread fake news, or defame and insult others... Most worryingly, TikTok creates harmful trends such as "jumping over moving cars...", "grinding teeth at home", "online challenges"... The trend of pretending to be relatives to tease children; The trend of "career guidance, choosing a major" is distorted and causes great harm to young people such as "poor because of reading books", "no need to go to university"... "There is no management of TikTok Idols' activities, so many TikTok Idols tend to produce nonsense, uncultured content to target viewers' curiosity, and even create trends. It is worth mentioning that TikTok earns 70% of the advertising money that goes into this" - said the Director of the Department of Radio, Television and Electronic Information.

However, social networking platforms using algorithms such as TikTok are "dodging" the toolkit so that it cannot automatically scan and detect violations, making it difficult to handle violations on TikTok. Organizing an interdisciplinary inspection team with the participation of relevant ministries and branches such as: Industry and Trade; Culture, Sports and Tourism; Police; General Department of Taxation... "This May, a comprehensive inspection of TikTok's operations in Vietnam will be conducted because this platform has a representative office in Vietnam" - Mr. Le Quang Tu Do emphasized. At the same time, improve the effectiveness of the scanning tool including images and videos. Combine and organize conferences with MCNs of Youtube, TikTok, Facebook to enhance the management efficiency of compliance with Vietnamese laws between cross-border social networks and MCNs/KOLs. Develop a communication plan to promote and form healthy online cultural behavior trends; Coordinate with the Ministry of Industry and Trade to manage the provision of e-commerce services of TikTok Shop in Vietnam. "After checking Tiktok, the Ministry of Information and Communications will evaluate and propose specific solutions with ministries and branches. All cross-border platforms entering Vietnam must comply with Vietnamese laws. If they do not comply, they will not be welcomed in Vietnam," Mr. Le Quang Tu Do affirmed. Concluding the press conference, Deputy Minister of Information and Communications Nguyen Thanh Lam said that for bad and toxic content and violations on social networks, the media, society and each family need to actively condemn and spread the message of "protecting children" on the internet. "To prevent bad and toxic content on cross-border platforms, the fundamental solution is to block the flow of advertising money, the milk that nourishes these social networks. Businesses must not put their money into bad and toxic content; at the same time, review the cooperation of Vietnam's payment channels for these platforms" - Mr. Nguyen Thanh Lam said.
Deputy Director of the Telecommunications Department Nguyen Phong Nha said that after reviewing, the Ministry of Information and Communications has filtered out 3.84 million subscribers whose information needs to be standardized to match the National Population Database of the Ministry of Public Security. By the end of March 31, 2.17 million subscribers (56.49%) had standardized after receiving the notice; 1.67 million subscribers (43.51%) who had not standardized according to the notice had their one-way outgoing calling service suspended. By April 6, businesses continued to record about 226,000 (13.5%) subscribers who had been locked in one direction to standardize to reopen the service. Deputy Minister Nguyen Thanh Lam said that the Ministry has signed a document requesting a large-scale inspection of subscriber management and sent it to provinces and cities and the Department of Information and Communications. This is a strong move by the Ministry of Information and Communications to solve the problem of junk SIM cards that cause consequences for society.
