Kharkiv prosecutor's office spokesman Dmytro Chubenko said Russian forces launched two missiles from the Belgorod region on the border with Ukraine, targeting "a building owned by a logistics company in the Kharkiv region on Saturday".
A search and rescue operation is underway and the identities of the victims are still being determined, Mr Chubenko said.

The Kharkiv region in northeastern Ukraine was liberated in 2022, but has been under constant air strikes from Moscow.
Russian troops are fighting their way west towards Kharkiv in eastern Ukraine, and at the same time they are also attacking many neighboring areas with missile strikes.
Kherson region military chief Oleksandr Prokudin said several Russian air strikes on the southern Kherson region town of Beryslav on Friday morning killed a woman.
“The Russian side launched four guided bombs at Beryslav. He also said that seven other people were injured from this attack,” said Oleksandr Prokudin.
A secret aid package of long-range ATACMS missiles from the United States arrived in Ukraine last week. This has helped Ukraine’s counter-offensive resume, and pro-Kremlin military bloggers have reported that Ukrainian troops have reportedly crossed the Dnipro River into the Russian-controlled Kherson region.
