Prevent and strictly handle high-tech cheating in graduation exams

At the conference, a representative of the Ministry of Public Security shared how to identify and detect high-tech devices that can cheat in the 2025 high school graduation exam and affirmed that the Ministry of Public Security will have plans to prevent, stop and promptly handle cases of intentionally using high technology to commit cheating.

On May 27, at Hanoi University of Science and Technology, the Ministry of Education and Training (MOET) held a training conference on inspection and examination of the 2025 High School Graduation Exam.

At the conference, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, shared new points in the regulations for the high school graduation exam in 2025 for candidates taking the exam under the 2018 General Education Program.

Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, spoke at the conference.

Specifically, the exam is organized into 3 sessions, including 1 Literature exam session, 1 Math exam session and 1 optional exam session. Candidates will be arranged according to the optional exam combination to optimize the exam room and exam score. This year, the combination of the assessment score (academic transcript) and the exam results in considering high school graduation recognition is used at a ratio of 50-50, while last year only 30% was the academic transcript score...

In addition, Mr. Chuong also noted the differences in the organization of high school graduation exams for candidates taking the 2006 General Education Program and the 2018 General Education Program. According to Mr. Chuong, for exam rooms for candidates taking the 2018 General Education Program, only print enough exam papers. For example, a room with 10 candidates taking the Physics exam will print from code 1 to code 10; it can be printed on 1 A3 sheet (printed 2 sides).

In the exam invigilation, candidates taking the 2006 General Education Program will only take the second subject in the optional/combined exam, and candidates must be present 10 minutes before the exam time; candidates taking the 2018 General Education Program must be present from the beginning of the exam and wait in the waiting room. The time between 2 subjects in the optional/combined exam for candidates taking the 2006 Program is 10 minutes; for candidates taking the 2018 General Education Program is 15 minutes...

For Geography, candidates taking the 2006 General Education Program are allowed to bring Atlases into the exam room. Candidates taking the 2018 General Education Program are not allowed to bring Atlases into the exam room.

Sharing at the conference, Colonel, Dr. Pham Long Au, Deputy Director of the Department of Technical Services, Ministry of Public Security said: Currently, the use of high-tech devices to cheat in exams is becoming a worrying issue, from tiny headphones, disguised cameras to sophisticated communication devices, to pass exams dishonestly.

Colonel Pham Long Au also presented ways to identify and detect high-tech devices that can cheat in the 2025 high school graduation exam. According to Colonel Pham Long Au, exam supervisors can use a number of methods to identify candidates who are cheating. Accordingly, before entering the exam room, exam supervisors need to thoroughly inform candidates about the prohibition of using high-tech devices to cheat on exams...

"Exam supervisors play an important role in detecting candidates using devices to cheat and committing cheating. Therefore, in addition to training, it is also necessary to select experienced exam supervisors with a high sense of responsibility. In addition, handling situations is also very important, requiring exam supervisors to clearly understand the process, from making a record of confiscation of evidence, reporting to the head of the exam site, head of the exam committee, reporting to the Department of Internal Political Security, the Department of Technical and Professional Affairs of the Ministry of Public Security for verification, handover of evidence and subsequent handling measures," Colonel Pham Long Au shared.

The representative of the Ministry of Public Security also affirmed that the Ministry of Education and Training and the departments and bureaus of the Ministry of Public Security will have plans to prevent, stop and promptly handle cases of intentionally using high technology to commit fraud.

Regarding this issue, the leader of the Ministry of Education and Training also noted that, along with the strong development of artificial intelligence (AI), the risk of cheating on exams using technological devices is increasingly sophisticated, and can even occur in the "most unexpected" places such as... toilets. Therefore, during the exam, if the invigilators do not check carefully, it is very possible that candidates intentionally hide the device in the toilet area to secretly use it. Even a small intentional action can lead to the risk of leaking the exam questions.

Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, said: The high school graduation exam from 2025 will have many changes. To ensure that this exam takes place safely, seriously, and with quality, inspection and examination work must be carefully prepared.

The Inspectorate of the Ministry of Education and Training has proactively advised on this matter with a proactive spirit from early on, from afar, without missing tasks, without creating gaps, the change and termination of the activities of the Inspectorate of the Ministry of Education and Training and the Inspectorate of the Department of Education and Training have been foreseen by the leaders of the Ministry of Education and Training. The inspection and examination plan for the 2025 High School Graduation Exam still ensures that all stages of the exam are inspected and examined in accordance with regulations, and are implemented by competent authorities in accordance with regulations.

Speaking at the conference, Mr. Pham Ngoc Thuong, Permanent Deputy Minister of Education and Training, affirmed: The 2025 High School Graduation Exam is of special importance with its own characteristics compared to previous years. This is the first year to organize the Exam according to the 2018 General Education Program, but it is organized for both candidates: Candidates taking the exam according to the 2018 General Education Program and candidates taking the exam according to the 2006 General Education Program (about 25,000 candidates). This places special requirements on the work of invigilation, arrangement of examination rooms, making of exam questions, printing of exam questions and organizing the exam in a synchronous and effective manner.

In addition, localities are currently undergoing many changes in organizational structure; the activities of the Ministry of Education and Training Inspectorate have been transferred to the Government Inspectorate; the Inspectorate of Departments of Education and Training has also ended to merge and transfer functions to the Provincial Inspectorate; district-level units, especially the District Police, have ended their operations. These are all core forces, playing an important role in ensuring that the exam is organized securely and safely.

Deputy Minister Pham Ngoc Thuong said that if we prepare carefully, early, from a distance, without missing any work, without leaving any gaps, all work will be optimized. Along with that, inspection and examination work is also extremely important, the main goal is proactive prevention. In which, inspection is carried out before, during and after the exam. The focus of inspection work is post-inspection, inspection of unusual issues, inspection when deemed necessary, when there is public feedback, or when competent authorities see a problem...

"It is necessary to anticipate and carefully review all situations that may arise because even a small mistake by the exam supervisor or a deliberate violation by a candidate can seriously affect the entire exam organization that has been carefully prepared by the education sector. Therefore, all stages of the exam need to be prepared and implemented carefully, thoughtfully, with a careful assessment of the situation, and not be passive. There is no need to create unnecessary tension, but it is mandatory to fully anticipate all possible scenarios and content that may arise," Deputy Minister Pham Ngoc Thuong noted.
