On the morning of July 21, a representative of the Ninh Binh Department of Education and Training said that in order to proactively prevent and promptly and effectively respond to storm No. 3 and the impacts of extreme weather and natural disasters that may occur, the Department has issued document No. 95 to schools and educational institutions on proactively responding to storm No. 3.

Accordingly, the Department of Education and Training of Ninh Binh requested units and schools to seriously and urgently implement the instructions and guidance of the Provincial People's Committee on proactively responding to storm No. 3.
Regularly and closely monitor storm forecasts and developments, and natural disaster warnings from the National Center for Hydro-Meteorological Forecasting.
Units and schools need to proactively develop measures to respond to storm No. 3.
Check, review, and have a plan to move files, documents, books, assets, machinery, equipment, etc. to a safe place; pay special attention to preserving exam papers, files, and documents related to the 2025 High School Graduation Exam; have a plan to prevent floods, landslides in mountainous areas, and inundation in low-lying areas.
Establish a communication channel with parents to manage students, proactively prevent accidents when passing through areas at risk of flash floods, inundation, landslides, and ferry areas; children and students should not leave their homes during storms and floods, minimizing the risk of natural disasters occurring to students.
Students at all levels are required to stay home from school, not go to school, and not organize summer activities until there is an announcement from local authorities and the Department of Education and Training that safety has been ensured after the storm.
Ninh Binh Department of Education and Training also requires units to have plans and promptly move files, documents, machinery, equipment, tables and chairs to safe places. Timely overcome damage caused by storms; clean up schools/classrooms immediately after the storm ends to ensure hygiene and prevent epidemics.
"The Department requires units to continuously update information, summarize damages and develop solutions, and report to the Department to summarize and report to the Provincial People's Committee and relevant agencies," said a representative of the Ninh Binh Department of Education and Training.
On the morning of July 21, the Provincial People's Committee issued Urgent Dispatch No. 04 directing establishments, sectors and localities to synchronously deploy response measures.
The Chairman of the Provincial People's Committee requested departments, branches, and localities, especially coastal areas, to urgently and seriously implement measures to respond to storm No. 3 according to the direction of the Central and the province. Focus on monitoring the storm's developments, ensuring safety for people, boats, dykes, constructions, and dangerous houses; prepare forces and means according to the "4 on-site" motto; stop unnecessary meetings, organize 24/7 on-duty, provide timely information, and strictly handle subjective and violating cases.
