Affirming that digital transformation is not only a trend but also an inevitable requirement to improve the quality of comprehensive education , Thanh Cong Secondary School (Giang Vo Ward, Hanoi City) identified this as a key task, with thorough investment and implementation with a specific roadmap.

According to Ms. Nguyen Ngoc Anh - Principal of Thanh Cong Secondary School, the digital transformation work at the school is being implemented synchronously. The school has invested in upgrading the high-speed Internet network system covering the entire school, equipped with interactive screens, multi-object projectors and smart teaching equipment in subject classrooms.

The school is gradually building an online test bank and applying technology to support the creation and grading of multiple-choice tests, helping to reduce the workload for teachers and increase objectivity. 100% of teachers have participated in training courses on digital pedagogy skills, AI application skills in their profession and ensuring cyber security.

Up to now, 100% of students in grades 6, 7, 8, and 9 have had their information initialized and updated completely and accurately on the digital transcript system. Data is synchronized promptly with the industry database, completely replacing paper transcripts according to schedule. The school has completed digital transcripts for 100% of students in the 2024-2025 school year and will continue to use them for the following school years.

If in the past, technology was just a support tool, now it has become a working and teaching space for teachers. A lecture can be conducted via an online platform, a classroom can be operated using a digital management tool, and feedback on student learning can be automatically compiled by the system in seconds.

In that context, teachers’ digital competence is no longer limited to software or computer skills, but also includes the ability to create digital content, analyze learning data, apply artificial intelligence, and especially pedagogical competence to use technology to effectively serve the teaching and learning process. Many young teachers today have been proactive in mastering new technology.

However, many people are still confused when it comes to preparing lectures on electronic platforms, organizing online classes or assessing students through digital tools. The difference in infrastructure conditions, technology levels and access opportunities between regions makes developing digital capacity for teachers still a big challenge.

Some localities have proactively opened digital skills training classes for teachers, providing guidance on how to build open learning materials, design electronic lectures, or use artificial intelligence in analyzing learning outcomes. These models show that, when properly equipped, teachers can completely master technology and turn it into a tool to improve teaching quality.

Digital competency framework for learners

Developing digital human resources is an important task of the education sector to meet the country's development requirements. The Ministry of Education and Training has issued many guiding documents, creating a legal corridor for application in educational institutions, notably the Circular regulating the Digital Competency Framework for learners.

Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, said that the digital competency framework will be a foundation, a very basic framework to shape what is needed for the future generation of Vietnam. The digital competency framework includes 6 competency domains with 24 component competencies, divided into 4 levels from basic to advanced according to 8 levels.

The Digital Competency Framework for Learners is a system that describes the skills and knowledge needed for learners to use digital technology effectively in their studies, work, and life. This competency framework helps identify levels of digital proficiency and encourages the development of appropriate skills in a digital context.

According to Ms. Thuy, the significance of the Digital Competency Framework is not only to improve the quality of education but also to open the door to innovation, helping students become global citizens, with the ability to compete in the international labor market. This is also an opportunity to narrow the digital gap between regions, ensuring that all students have the opportunity to access and master technology.

In addition, the Digital Competency Framework helps guide teachers and lecturers in teaching, ensuring that learners' learning not only meets the needs of each student and each family, but also meets the requirements of society in the era of the 4.0 industrial revolution.

Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities (Vietnam National University, Hanoi) said that the Digital Competency Framework for Learners will provide a set of effective and appropriate standards, helping to improve digital competencies for learners at all levels of education, contributing to the development of comprehensive digital human resources for the country.

According to Mr. Tuan, the University of Social Sciences and Humanities has been making pioneering efforts in integrating digital skills into the teaching and learning program. In recent times, the school has successfully piloted methods and tools to develop digital capacity for students and lecturers.

Thereby, achieving positive results in improving learners' access to and use of information technology, as well as promoting creative thinking and cooperative spirit in the digital environment, in the context of international integration and the 4.0 industrial revolution.

Building a modern national education system on par with the region and the world is an important task in the Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of the Party.

In particular, the implementation of the Digital Human Resource Development Program to equip workers with comprehensive digital skills to meet the requirements of digital economic and social development is emphasized.
