Opportunities and challenges
- After the merger of Kon Tum and Quang Ngai Education sectors, how do you evaluate the advantages and difficulties faced during the transition and organizational stabilization period?
According to the Department of Education and Training of Quang Ngai, nearly 600 children of officials, civil servants, public employees and workers of Kon Tum province will move to Quang Ngai to study. These students are from preschool to primary, secondary and high school. To ensure the right to continuous education for the children, the Department of Education and Training has directed schools in the area to proactively grasp the needs and promptly arrange study places convenient to their residence. Schools also actively support admission procedures, creating conditions for children to quickly get acquainted and integrate into the new learning environment.
- In the spirit of implementing the Party's Resolution, the Government's policy and the Ministry of Home Affairs ' guidance, merging the education sector between Kon Tum and Quang Ngai localities is a strategic step to perfect the apparatus, improve the effectiveness of State management and better meet the requirements of educational innovation in the current context.
Regarding advantages, first of all, we must mention the high unity in the direction of the provincial leaders and the active support from the staff, teachers and employees of the two localities. The similarities in population characteristics and socio-economic conditions between Quang Ngai and Kon Tum create favorable conditions for coordination and sharing of experience in managing and operating the education system. In addition, the merger also helps to exploit resources more effectively, streamline the focal points, and enhance the ability to connect in training, fostering and developing the team.
However, in the process of carrying out the assigned tasks, we also encountered certain difficulties such as: The area is large, there are both border communes and Ly Son special zone, the socio-economic conditions are still difficult, the reorganization of the management apparatus at the department is still lacking in staff compared to the assigned targets. Besides, the conditions of facilities, quality of teachers and students between regions are still different, if there is no reasonable regulation policy, it can easily lead to uneven development.
- Difficulties and advantages go hand in hand, what is the development strategy of the Education sector of Quang Ngai province in the coming time, sir?

- The vision of the Quang Ngai Education sector in the coming period is to build a quality, equitable, comprehensive and sustainable education system, linked to local practical requirements and national educational innovation trends. In particular, the 3 pillars we pay special attention to are: Improving the quality of education, developing staff and perfecting facilities.
First of all, the quality of education is considered an important measure in the whole system. We do not only aim at scores or achievements, but pay more attention to the real capacity of students. That is the generation that is well prepared in terms of knowledge, skills and qualities to adapt to modern life. Along with that, the assessment of the quality of education will be carried out objectively, multi-dimensionally and regularly, avoiding formalism and achievement disease.
Regarding the staff, the industry identifies teachers as the key factor, directly realizing all innovation goals. Therefore, the department has been coordinating with training units and training centers to organize classes to improve professional capacity, digital capacity, and capacity to organize new educational activities. At the same time, we also pay attention to the policy of treatment and encouragement for teachers in difficult areas so that they can work with peace of mind and contribute long-term.
Facilities are also a factor in the medium and long term strategy. The industry will review the entire school network, especially in mountainous, border and coastal areas, etc. to have appropriate investment and upgrading plans. - It can be said that we are facing a period of many challenges, but also a great opportunity for innovation. Therefore, the Department of Education and Training of Quang Ngai has identified 4 key groups of solutions:
Firstly, perfect the organizational structure, reassign scientific tasks clearly, ensuring no interruption to teaching and learning activities.
Second, promote information and propaganda work to help staff feel secure in their work and avoid confusion and anxiety during the process of organizational change.
Third, strongly apply digital transformation in management and teaching, improving the operational efficiency of the entire industry.
Fourth, continue to maintain solidarity, order and discipline in schools, promote democracy and creativity in each educational institution.
We are on a new journey. Unity, courage, innovation and creativity will be the guiding principles to overcome challenges and create a strong transformation for local education. I believe that with a high sense of responsibility, the solidarity of the whole industry, the attention of the provincial leaders; the coordination of departments, branches, localities, and the consensus of the people, we will make Quang Ngai education after the merger develop more and more firmly.

- Promoting information and propaganda is one of the four pillars of the Quang Ngai Education sector. What are the specific goals and implementation roadmap?
- We identify various forms of propaganda. In addition to strengthening internal communication to provide information, unify direction and action, the Quang Ngai Education sector will proactively provide information about good models, good deeds, examples of innovative teachers, students' efforts in studying... on the sector's website, schools and press agencies.
The Education and Times Newspaper is a prestigious mouthpiece of the industry, always closely following reality, accompanying localities in all stages of development. In the coming time, the Department of Education and Training of Quang Ngai hopes to strengthen coordination with the Newspaper in all three aspects: Propagating the Party and State's educational guidelines and policies; spreading typical models and examples in the industry and promptly reflecting difficulties and problems to have a common voice from the grassroots to the Central level.
We will proactively direct schools and affiliated units to consider updating information from the Newspaper as a regular task, to help staff and teachers quickly grasp trends, innovations and new guidance documents. At the same time, the Department has a document encouraging educational institutions in the area to subscribe to and use the Education and Times Newspaper as an official, reliable information channel, closely associated with the industry.
I also hope that the Education and Times Newspaper will continue to pay attention, accompany, and more vividly reflect the real stories of Quang Ngai and Kon Tum education after the merger. The People's Council of Quang Ngai province has just passed a resolution on support policies for officials, civil servants, public employees and workers from Kon Tum province (old) after administrative reorganization to Quang Ngai province. Specifically, housing rental support for the first 2 months (from July 1 to August 31) at actual prices for officials under the management of the Standing Committee of the Quang Ngai Provincial Party Committee, while waiting for official housing arrangement.
Increase the travel expense support from 1 million VND/person/month to 1.6 million VND/person/month for cadres, civil servants, and public employees moving from Kon Tum (old) to work at the Quang Ngai Provincial Administrative Center. In case of being arranged a shuttle bus, this amount will not be applied. Housing support: 2 million VND/person/month, except for cases of being arranged official housing or receiving housing support under other policies.
The above support policies are applied from July 1, 2025 to July 1, 2027. However, they do not apply to units of the armed forces and central agencies in vertical sectors.
