Accordingly, the City People's Council will consider the following thematic contents: Resolution on the policy of arranging commune-level administrative units in Hanoi; Resolution regulating the gift-giving regime for beneficiaries of the policy for people with meritorious services on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) of Hanoi; Adjusting the 2023 budget settlement; Updating and adjusting the 5-year medium-term public investment capital plan 2021-2025 and the 2025 city-level public investment plan.

The meeting also considered investment policies for the projects: Investment project to build Ngoc Hoi bridge and the approach roads at both ends of the bridge; Investment project to build the road connecting Tu Lien bridge from the intersection of the approach road of Tu Lien bridge with Truong Sa road to Hanoi - Thai Nguyen highway; Issuing a list of public career services using the state budget in the financial sector of Hanoi city; Resolution promulgating the List of areas, relics, heritages, works that need to focus resources to protect and promote cultural values; List of typical blocks and streets with cultural and historical values, list of valuable architectural works to restore, protect and promote values ​​in Hanoi city (implementing Clause 3, Clause 4, Article 21 of the Capital Law 2024); Resolution approving the Adjustment and supplementation of the list of land recovery projects in 2025; List of projects to change the purpose of rice-growing land in 2025 in Hanoi city...

Also at this session, the City People's Council reviewed the contents of legal regulations, including: Resolution stipulating the content of expenditure, expenditure levels, and specific support levels to improve the quality of service for people and businesses when performing administrative procedures and public services in Hanoi; Resolution replacing Appendix No. 04, Resolution No. 03/2020/NQ-HDND dated July 7, 2020 of the City People's Council stipulating specific expenditure levels under the authority of the City People's Council; Resolution stipulating specific support policies for people with meritorious services to the revolution and relatives of people with meritorious services who are receiving monthly allowances from Hanoi; Resolution stipulating fines for administrative violations in the field of environmental protection in Hanoi (implementing Clause 1, Article 33 of the Law on the Capital).
