On August 22, regarding the incident where hundreds of parents gathered at Tay Mo 3 Primary School (in Nam Tu Liem District, Hanoi ) to express their concern and frustration because their children had not been admitted to the school even though the new school year was about to begin, Mr. Bui Ngoc Kinh, Head of the Department of Education and Training of Nam Tu Liem District, said that the unit, together with local authorities and the school, is currently reviewing, synthesizing, and classifying subjects to implement a solution, ensuring the legitimate rights of students according to regulations.

Previously, from morning to late evening on August 21, many parents gathered at Tay Mo 3 Primary School to express their frustration and want to question the school about the enrollment plan for the 2024-2025 school year. Many parents said that according to the school's announcement, if any parent wishes to send their child to Tay Mo 3 Primary School to be closer to home, they can register and fill out an application. However, when they came to submit their application, the school announced that it would only accept students from Tay Mo 1 Primary School, especially all first graders who were transferred.
Regarding this, the Department of Education and Training of Nam Tu Liem District said that Tay Mo 3 Primary School is a public school separated from Tay Mo Primary School and is for children in Tay Mo Ward. After separating grades 2, 3, 4, 5 and recruiting new grade 1 students, the total number of students at Tay Mo 3 Primary School is 30 classes with 1,111 students - exceeding the target (according to regulations, 30 classes with a maximum of 1,050 students).
Currently, the District Education and Training Department is coordinating with the People's Committee of Tay Mo Ward and related units to review cases of students wishing to go to Tay Mo 3 Primary School for consideration and resolution according to regulations.
A representative of the People's Committee of Nam Tu Liem District said that Tay Mo Ward has a rapid urbanization rate, with a population of about 70,000 people, mainly residents of Vinhomes Smart City Urban Area, but there are only 2 primary schools, Tay Mo and Ly Nam De. In the 2023-2024 school year, Ly Nam De Primary School has nearly 1,500 students, Tay Mo Primary School has nearly 2,500 students.
To reduce the load on Tay Mo Primary School, Nam Tu Liem District has developed a project to split Tay Mo Primary School into two schools: Tay Mo Primary School and Tay Mo 3 Primary School. Tay Mo 3 Primary School is a public school built with public investment from Nam Tu Liem District.
As of the evening of August 21, Nam Tu Liem district recorded 524 applications from parents wishing to transfer their children to Tay Mo 3 Primary School. Of these, 233 students are studying in grades 2, 3, 4, and 5 at Ly Nam De Primary School and students from other districts and provinces who have just moved to live in newly handed over apartment buildings.
