
Add 4 positions of non-professional activists at commune level
According to regulations, at the commune level there are currently 11 non-professional positions, including: Deputy Commander of the Military Command; Deputy Head of the Party Inspection Committee; Vice Chairman of the Vietnam Fatherland Front Committee; Vice Chairman of the Veterans Association; Vice Chairman of the Women's Union; Vice Chairman of the Farmers' Association; Deputy Secretary of the Youth Union; Chairman of the Elderly Association; Chairman of the Red Cross Society; Veterinary; Plant Protection - Agricultural Extension - Forestry Extension - Fisheries Extension. Particularly for the ward and town levels, there are 2 more positions: Head of the People's Protection Committee, Deputy Head of the People's Protection Committee.
From listening to recommendations at the grassroots level, and at the same time implementing the direction of the Provincial Party Standing Committee and the assignment of tasks by the Provincial People's Committee, the Department of Home Affairs has drafted a resolution regulating the titles and allowance levels for non-professional workers at the commune, hamlet, block, and village levels; the monthly support level for people directly participating in activities at the hamlet, hamlet, block, and village levels; and the allocation norms for the estimated operating budget of commune-level socio-political organizations in the province.

This draft resolution has been reviewed by the Legal Committee of the Provincial People's Council and agreed to be submitted to the Provincial People's Council for consideration and approval at the regular year-end meeting, scheduled to open on the afternoon of December 5, 2023.
Specifically, regarding the number of positions of non-professional workers at the commune level, in addition to the current 11 positions, according to the draft, 4 more positions will be added, including: Party Committee Office; Manager of cultural houses - Radio stations; Treasurer; Manager of construction order - traffic - environment (for communes and towns in districts) or Urban rules (for communes and wards in towns and cities).

Thus, when the Provincial People's Council passes this resolution and it takes effect, there will be 15 non-professional positions at the commune level. Based on the 15 positions prescribed by the Provincial People's Council, every year, the District People's Committee will base on the actual situation of the locality to arrange appropriately, ensuring streamlining and efficiency, especially not exceeding the total number of full-time commune-level professionals assigned according to Decree No. 33, dated June 10, 2023 of the Government .
Regulations on allowances for part-time workers in the hamlet
In addition to adding four non-professional positions at the commune level, the draft resolution also stipulates the positions and allowances for non-professional workers in villages, hamlets, blocks, and communes, and the monthly support level for those directly participating in activities in villages, hamlets, blocks, and communes.

Specifically, there are 3 positions of non-professional workers in villages, hamlets, blocks, and communes: Party cell secretary; village, hamlet, block, and commune chief; and head of the front work committee. The monthly allowance for these 3 positions is divided into two groups:
In hamlets, villages, and hamlets with 350 households or more (500 households or more for blocks) or in areas with complicated security and order, borders, and islands; the monthly allowance for Party cell secretaries and hamlet chiefs is 2.1 times the basic salary and for heads of front work committees is 1.8 times the basic salary.
In the remaining hamlets and blocks, the monthly allowance for the Party cell secretary and hamlet chief is 1.6 times the basic salary and for the head of the front work committee is 1.3 times the basic salary.

Titles and monthly support levels for people directly participating in activities in villages, hamlets, blocks, and communes with 350 households or more (500 households or more for blocks) or in areas with complicated security and order, borders, and islands include: police officers, deputy heads of villages, hamlets, and communes are 1.1 basic salary; village team leaders are 0.8 basic salary and heads of Farmers' Associations, Veterans' Associations, Women's Associations, Associations of the Elderly, and Youth Union branch secretaries are 0.33 basic salary.
In the remaining hamlets, the allowance for the positions of police officer, deputy village head, hamlet head, and commune head is 0.95 of the basic salary; the hamlet team leader is 0.7 and the head of the union and youth union branch is 0.28 of the basic salary. The monthly support level for the head of the civil defense team, deputy head of the block is 0.75 of the basic salary; the member of the civil defense team is 0.45 of the basic salary. For medical staff in hamlets, villages, and communes who also do population work in disadvantaged communes (according to Government regulations), the allowance is 0.65 of the basic salary and an additional support of 150,000 VND/month; in the remaining hamlets, the allowance is 0.45 of the basic salary and an additional support of 150,000 VND/month.

Regulations on allocating operating expenses to commune-level organizations
The draft resolution also stipulates the allocation norms for the operating budget estimates of commune-level socio-political organizations, including: Veterans Association, Women's Union, Farmers' Association, and Ho Chi Minh Communist Youth Union.
Specifically, for type I commune-level administrative units, the maximum support level is 20 million VND/organization/year. For type II commune-level administrative units, the maximum support level is 17.5 million VND/organization/year. For type III commune-level administrative units, the maximum support level is 15 million VND/organization/year.
The draft also stipulates that non-professional workers at the commune, village, hamlet, block, and commune levels, when holding another non-professional position or holding a position directly participating in activities in the village, hamlet, block, and commune, will receive 100% of the allowance for the non-professional position held concurrently or 100% of the monthly support for the person directly participating in activities in the village, hamlet, block, and commune. Each person is allowed to hold a maximum of 2 positions, including the concurrent position.
