Mr Gatchalian had earlier revealed that the charge of failure to comply with a summons will be filed against Ms Guo because she is accused of violating Article 150 of the Revised Penal Code which deals with failure to comply with a summons issued by parliament .

Ms. Guo fled the Philippines despite an arrest warrant and being placed on a watch list. According to her sister, Ms. Shiela Guo, they left the country with her brother Wesley around the first week of July by boat to Malaysia.

The Bureau of Immigration (BI) of the Philippines said on August 27 that Ms. Alice Guo was believed to be in Jakarta (Indonesia) since August 26, according to GMA News.

Earlier, the Philippine Senate issued arrest warrants for Alice Guo and seven others because despite notice, they refused to appear at the senate committee on women's affairs hearing on July 10.

Alice Guo was investigated after the Senate Committee on Women accused her of having ties to the illegal POGO company Zun Yuan Technology Inc. in Bamban town, Tarlac province, Philippines. POGO is a popular acronym for online gambling operations targeting foreign customers.

Questions about Alice Guo's citizenship status have also emerged, leading to accusations that she is a Chinese spy, a charge she has vehemently denied, according to the Philippine Daily Inquirer .

On August 1, Chairman of the Philippine Election Commission George Garcia confirmed that the fingerprints of Ms. Alice Guo and a Chinese man named Guo Hua Ping matched.

In June, the Philippine National Bureau of Investigation (NBI) released its own fingerprint analysis showing that Alice Guo and Chinese national "Guo Hua Ping" are the same person.
