On the afternoon of May 6, in Hai Phong City, comrades: Luu Van Ban, Permanent Vice Chairman of Hai Duong Provincial People's Committee; Nguyen Duc Tho, Vice Chairman of Hai Phong City People's Committee chaired a conference to discuss solutions, research and implement traffic plans connecting Hai Duong - Hai Phong; arrange means of transport; accommodation for Hai Duong officials and employees going to Hai Phong to work. Also attending were leaders of relevant sectors.
Speaking at the conference, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, stated that there are currently 5 routes connecting Hai Duong - Hai Phong, including: Hanoi - Hai Phong expressway; National Highway 5; railway; road connecting Kinh Mon - Dinh Bridge - Thuy Nguyen; road connecting Thanh Ha district - Quang Thanh Bridge - An Lao.
Currently, Hai Duong has invested in building a route connecting Kinh Mon - Hai Phong and identified this as the nearest immediate route connecting to Hai Phong. Hai Duong province proposed that Hai Phong city invest in expanding the road from Dinh bridge to Thuy Nguyen center. At the same time, research the Kim Thanh - Quan Toan route.
The Standing Vice Chairman of Hai Duong Provincial People's Committee, Luu Van Ban, also proposed to study means of transportation for officials and employees from Hai Duong to Hai Phong to work by bus and train; provide lunch services; consider arranging housing funds for those who need to stay. In the long term, it is possible to study and implement social housing and commercial housing projects to meet the housing needs of officials and employees. At the same time, it is proposed that the new Hai Phong City People's Council after the merger study and issue policies and mechanisms to support officials and employees from Hai Duong to work in Hai Phong.
Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho emphasized that, implementing the conclusions of the Standing Committee of Hai Phong City Party Committee and the Standing Committee of Hai Duong Provincial Party Committee, the leaders of the People's Committees of the two localities discussed traffic connection plans to ensure speed, convenience and safety.
The Vice Chairman of Hai Phong City People's Committee basically agreed with Hai Duong's proposals. At the same time, he agreed with the leaders of Hai Duong province on building a 23.5 km long connecting Hai Duong - Hai Phong axis road in a modern direction, organizing convenient traffic, and exploiting land funds on both sides.
The two localities agreed to assign consultants to continue researching, proposing scale, capital sources and implementing investment procedures and plans. Along with that, they agreed on a plan to clear the land and implement the Lao Cai - Hanoi - Hai Phong railway.
Regarding transportation for officials and employees, Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho suggested continuing to study the most convenient option.
Regarding housing, the two localities continue to coordinate to synthesize needs, introduce and arrange social housing funds; commercial housing, meeting the requirements of Hai Duong officials and employees. At the same time, create conditions for schools for children of officials and employees if needed.
Based on the meeting, the leaders of the People's Committees of the two localities will agree on the content and report to the Standing Committees of the two localities for consideration and decision.
