(Dan Tri) - The draft that the Hanoi People's Committee is seeking public opinion on clearly states that people working in the motorbike taxi industry will have to have a license to practice.
The Hanoi People's Committee is seeking public opinions on the draft Decision on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation in the area.
According to the draft, drivers of the above vehicles to transport passengers (usually called motorbike taxis) or goods must register with the People's Committee of the ward, commune, or town to confirm the stamp on the "transportation activity card". This card is printed by the organization or individual according to the form.
The regulation is expected to be considered for promulgation in 2024 and take effect immediately upon signing.
The draft clearly states that motorbike taxi drivers or freight transporters must carry the following documents when operating: Vehicle registration; driver's license (if driving a two-wheeled motorbike); valid civil liability insurance certificate of the motor vehicle owner; valid ID card or CCCD; and transportation operation card in accordance with regulations.

For the People's Committees of communes, wards and towns, in addition to stamping the confirmation of operation cards and making a list of transport units and vehicle drivers, this agency is also assigned to arrange pick-up and drop-off locations for motorbike taxis and loading and unloading of goods for motorbikes and rudimentary vehicles participating in business.
Hanoi encourages individuals participating in passenger and cargo transportation by motorbike, scooter, and rudimentary vehicle to establish cooperatives and professional associations to help and support each other during their operations.
