People are impatient
During the investment and construction of the Hanoi - Hai Phong expressway project, in 2012, the State reclaimed nearly 88,000 m2 of land from 170 households in Thanh Cuong and Vinh Lap communes (Thanh Ha). In February 2022, the Hai Duong Provincial People's Committee approved the investment policy for the project to invest in the construction of the intersection connecting Highway 390 with the Hanoi - Hai Phong expressway.
The project's goal is to reduce the load on National Highway 5, exploit the advantages of the Hanoi - Hai Phong Expressway, facilitate regional traffic, promote socio-economic development... The opening of Quang Thanh Bridge has connected Thanh Ha district with Hai Phong, opening a new, more convenient direction for Thanh Ha people. After Quang Thanh Bridge, the project of the interchange with the expressway is expected to continue to solve the dilemma for this poor rural area.
In June 2022, the Investment Project to build an interchange connecting Highway 390 with the Hanoi - Hai Phong Expressway was deployed, expected to be completed in December 2024. But to date, the project is still in disarray.
Every time she passes by an unfinished construction site, Ms. Pham Thi Xen in Thanh Cuong commune stops to admire it. Ms. Xen hopes that the intersection will be completed soon to make traveling easier. This is not only her wish but also the expectation and hope of many Thanh Ha people. Mr. Le Van Dat, Chairman of Vinh Lap Commune People's Committee, said that while the intersection connecting Provincial Road 392 with Hanoi - Hai Phong Expressway in Binh Giang district started construction in April 2022 but was opened to traffic in February 2024 (ensuring progress), the construction here is still sluggish, there are times when no workers are seen working, so she is very impatient. From 2022 to now, in most meetings and dialogues, voters have requested all levels and sectors to direct construction units and contractors to speed up the progress of the project.
Weak geology
Talking to Hai Duong Newspaper reporter, Mr. Nguyen Tien Vinh, an officer of the Project Management Board for the construction of the interchange connecting Provincial Road 390 with the Hanoi - Hai Phong Expressway, said that the main reason for the project's slow progress is because the geology here is very weak. During the project implementation, the construction units spent a lot of time, effort, and money to improve the situation. In addition to pressing concrete piles, the unit had to use wick drains, which are very expensive. After that, the unit had to spend 2 loading stages (reducing subsidence and increasing the load-bearing capacity of the weak ground), each stage lasting from 3-6 months.
Currently, the road section on the left side of the project is waiting for loading in phase 2. The right side is being dug up to fill the road with sand. After adjustment, the project is expected to be completed in September 2025. Currently, the left side of the intersection has completed the structural items under the bridge, 4 pillars and 2 bridge abutments, waiting for the loading to be completed to build the road surface structure. "More than 30 workers are still on duty day and night on the left and right sides of the intersection to construct the project. However, in addition to the long loading time, in the current rainy and stormy season, the construction unit also faces many difficulties, which are disadvantageous for the construction project," said Mr. Vinh.
According to the representative of Hai Duong Department of Transport, the main reason for the project's delay is due to weak geology, which takes a long time to fix. The investor and the construction unit are continuing to closely coordinate during the implementation process to soon complete the project according to the people's wishes.
The investment project to build an interchange connecting Highway 390 with Hanoi - Hai Phong Expressway includes 1 overpass on Hanoi - Hai Phong Expressway (A6-02 Bridge), 1 underpass for people, access roads, service roads, bypasses, drainage and lighting systems, and traffic organization. The project is invested by Kinh Bac Urban Development Corporation - JSC with a cost of about 350 billion VND.
